Özet
Sorumluluk Muhasebesi sistemi; yönetim muhasebesi ve maliyet muhasebesine yardımcı bir araç olarak işletmelerin yönetim kontrol sürecine katkıda bulunabilecek bir sistemdir. Bu sistem, yönetim yapısının karmaşık olduğu, yönetim ve maliyet kontrolünün bu karmaşıklıkla birlikte zorlaştığı ve sağlık işletmeleri içindeki en önemli alt sistem olan hastanelerde, merkezkaç yönetim ve bu yönetim sistemine uygun maliyet, gelir, kar ve yatırım merkezleri oluşturularak, bu merkezlerde bulunan yöneticiler aracılığı ile organizasyon içinde etkin bir kontrol sürecinin oluşmasına imkan sağlayacak hem de hastane işletmelerinin esas hedefi olan insan sağlığından ödün vermeden maliyet kontrolü sağlayabilecek, daha kaliteli, performansı yüksek ve verimli işletmeler haline gelmesine yardımcı olabilecektir.Çalışmada, sistemin uygulanabilirliği Konya bölgesinde, sağlık hizmeti veren kamu ve özel hastane yöneticileriyle yüzyüze anket çalışması ile değerlendirilmiştir.Çalışma dört bölümden oluşmaktadır. İlk bölümde sağlık sistemi ve hastane işletmeleri ile ilgili genel tanımlara yer verilmiş, ikinci bölümde sorumluluk muhasebesi sistemi değerlendirilmiş, üçüncü bölümde sistemin, hastane işletmelerinde uygulanma süreci belirtilmiş ve dördüncü bölümde Konya bölgesi hastaneleri üzerine sistemin uygulanabilirliği test edilmiş ve sonuçları hakkında detaylı bilgi sunulmuştur.

Responsibility accounting system, as an auxiliary instrument to management accounting and cost accounting, is a system that can be contributed to the managerial control process of business enterprises. This system, in the hospitals, where managerial structure is complex and managerial and cost control become difficult together with this complexity, and which are the most important subsystem, forming centrifugal management and centers of cost, income, profit and investment suited to this management system via the managers in these centers, will be able to help the hospitals to become the enterprises in better quality, higher performance, and more efficient, which will enable to form both an effective control process in organization and cost control that is the primary target of hospital enterprises, without making concession from human health. In the study, the applicability of system was assessed via a survey carried out with the managers, who are present in public and private hospitals serving for health in the province Konya. The study consists of four sections. In the first section, the general definitions relevant to health system and hospital enterprises are included; in the second section, responsibility accounting system in managerial control process is discussed; in the third section, the application process of system in hospital enterprises is suggested; and in the fourth section, the applicability of system on the hospitals of the province Konya and the information in detail is presented about its results.
