Özet
Bu çalışmanın amacı, bütçe açığı ve carî işlemler açığı arasındaki ilişkinin teorik ve ampirik olarak incelenmesidir. Araştırmada ilgili literatür farklı boyutlarıyla ele alınmaktadır. Türkiye'ye ait 1987-2005 çeyrek dönem verilerinin kullanıldığı uygulama bölümünde, incelenen değişkenler arasındaki nedensel ilişki yumuşak geçişli otoregresif model aracılığıyla ortaya konulmaktadır. Elde edilen sonuçlar, bütçe açığından carî işlemler açığına doğru nedensel ilişkiyi ifade eden ikiz açıklar hipotezinin geçerli olmadığını göstermektedir. Bunun aksine, Türkiye'de carî işlemler dengesindeki gelişmelerin bütçe dengesi üzerinde etkili olduğu sonucuna ulaşılmaktadır.

The aim of this study is to explore the interaction between the budget deficit and current account deficit, both theoretically and empirically. Besides, the research addresses the related literature in different aspects. The application part of the study using the quarterly data from 1987 to 2005 for Turkey analyzes causal relationship between the variables in question by means of the smooth transition autoregressive models. The analysis does not provide any evidence supporting the validity of the twin deficits hypothesis, implying the causal relationship from budget to current account deficits. Contrarily, the results show that the movements of the current account balance is influential on the budget balance in Turkey.
