SUMMARY Health is a very important subject because it provides happy and peaceful life to people and contributes productivity increases. For this reason, especially in developed countries large resources have recently been allocated for health sector and a great deal of research has been carried out how to increase productivity. According to some views, health services market differs from other goods and services market. Health expenditures have two sides: Production and consumption. Therefore, some researchers argue that health sector should be considered separately from economics science. However, the aim of the health expenditures is to protect and develop labor force.and to increase the productivity of it. So, healt sector is necessary to be analysed as depending on economic principles. The aim of this study is to identify the place of the health sector in economy and examine the general situation of the health sector in Erzurum province from an economic point of view. While we examine the general structure and economic aspect of the health sector, we have used primary and secondary sources. As secondary sources, we have used books, magazines, reviews, reports, periodicals, and statistical data. Primary sources that we used especially in relation to Erzurum consist of interviews with managers of the health institutions in Erzurum. Our study consists of three sections. In the first section, we have examined the genaral structure of the health sector and its relationships with economy. In the second section, we have examined the health sector in Erzurum. Furthermore, we have tried to determine various shortcomings of the health institutions by examining the personel structure, the working performance, the demands of patients from neighbouring cities. In the third section, we have compared the indicators of the health institutions with each others and the general situation of Erzurum's health sector with that in Turkey. In addition, we have examined the development of the public and private health institutions and the potentiality of Erzurum being a health center in Eastern Anatolia. Finally, it has been seen that the health institutions have offered health services to nearly ten million people living both in Erzurum and in the other provinces of the Eastern Anatolia. The most important problems of the health sector are the shortcomings of personal, equipment, and inefficiencies in management. It is thought that if these problems are solved, Erzurum would be a center of health sector which might be a leading sector to the Eastern Anatolia for economic development.
