Özet
Tarih boyunca, kentler ile limanları arasında süregelen iliski, son dönemlerde birdeğisim geçirmektedir. Birçok liman kentinde, ağır sanayi ve yük limanları bulunduklarıalanlardan tasınırken, bosalan alanlar, büyük ölçekli kentsel yenileme projeleriyle vekamu-özel sektör isbirliği ile ticari, turizm, kültürel, finansal, konut ve diğer kamusalkullanımları ve yüksek kalitede kamusal alanları ile yeni kıyı bölgelerinedönüstürülerek, yeni kimlikler üretilmekte, bu kentlerin küresel liman-kentleri ağıiçerisinde yerlerini korumaları yada yeni yerler edinmelerini sağlamaya çalısılmaktadır.Izmir örneğinde kent-liman iliskilerinin gelisimini incelemeyi amaçlayan bu tez,bölgenin yakın dönem dönüsüm sürecine odaklanmıstır. Meyer'in öne sürdüğü kültürelyaklasım bağlamında, liman ve kentin değisen tanımları, üç Avrupa örneğinin (Londra,Barcelona ve Rotterdam) dönüsüm süreçleri ve sürece dahil olan önemli aktörlerinetkileri aracılığıyla tartısılmıstır. Üç örneğin ait oldukları planlama bağlamlarıyla iliskiliolarak incelenmesi, tasarım yaklasımlarının gerçeklestirilmesinde, ilgili bağlama aitplanlama kültürünün önemini göstermistir. Bu varsayımdan yola çıkarak, Izmir limanbölgesinin dönüsüm süreci, Meyer'in ortaya koyduğu kuramsal çerçevenin belirlediğiplanlama disiplininin gelisimi, planlama yapısı ve dönüsüm sürecine dayalı olarakincelenmistir. Bu inceleme, dönüsüm sürecinin ilk etaplarında kentsel tasarımkonularına belirli bir vurgunun olduğunu, ancak zaman içerisinde tasarım süreciüzerindeki vurgunun zayıfladığını göstermektedir. Bu vurgunun azalmasındaki temelnedenlerden birinin, Türk planlama sisteminden kaynaklı bir dizi etken olduğu tespitedilmistir. Bu tezin sonuç bölümünde Izmir örneği, diğer üç Avrupa örneğiylekıyaslanarak, İzmir Liman alanının dönüsüm sürecinde karsılasılan zorluklar,problemler ve mücadeleler üzerinde durulmakta, ve Türk planlama sistemi vekültüründeki eksik yönler İzmir örneğinden yola çıkılarak elde edilen bilgilerdoğrultusunda tartısılmaktadır.

Throughout the history, there had been continuous relationships between cities andtheir ports. These relations recently have been changing. In many port cities, whileheavy industrial functions and freight harbors have been moved out of the formerharbor districts, the resulting derelict spaces have been transformed to new waterfrontquarters to accommodate commercial, tourism, financial, cultural, residential andpublic uses with high-quality public spaces by large-scale regeneration schemesthrough the leadership of public-private partnership to produce new identities for thesecities, and ultimately to find new niches or to maintain their places within the globalnetwork of port-cities. This thesis, aiming to examine the city-port relation on the caseof Izmir, specifically focuses on the recent transformation process of Izmir HarborDistrict. Based on cultural perspective put forth by Meyer, it first investigates thechanging cultural definitions of both the city and the port in three major European cities(London, Barcelona and Rotterdam), as well as the prominent actors which wereinfluential in the planning and design processes of these port transformations. Theinvestigation of three cases with reference to their individual planning contexts and theactors involved in the planning and design processes shows that the possibility ofimplementation of design approaches is related with the planning culture specific to thecontext which the practice takes place. Based on this assumption, the investigation ofthe transformation process of Izmir Harbor District is carried out through Meyer?scultural context with reference to three major topics: development of planning practice,the planning structure and transformation process. The involvement of several actorsin the planning and design process and their impacts on both the process and spaceare particularly examined. The investigation shows that the initial planning process inthe district had been conducted with a particular emphasis on urban design issues.The urban design approach in the initial stages of the planning process could not beimplemented due to a series of reasons resulting from the Turkish planning system.Finally, this research, comparing the case of Izmir with similar recent Europeanexamples, underlines the challenges, difficulties, and problems of the transformationprocess of Izmir Harbor District, and discusses the missing aspects in the Turkishplanning system and culture with the help of the gained insights on Izmir.
