Özet
ÖZET Yirminci yüzyıl, ekonomisiyle siyasi ve sosyo-kültürel yapısıyla tam bir büyükşehirler çağıdır. Batı Avrupa topluluklarının, feodalizmden kapitalizme geçerken tarih sahnesine çıkardıkları özgün bir kurum olan yerel yönetimler, bugünkü sistemde vazgeçilmez temel kurumlardan biri haline gelmiştir. Kentlileşme oranının giderek artması ve hızlı nüfus artışı ile birlikte, endüstrileşme ve kalkınma değişimine giren şehirlerde, etkin bir yerinden yönetim ihtiyacı ortaya çıkmıştır. Buna bağlı olarak ortaya çıkan büyükşehirler- de, il ve ilçe bazında yeni bir belediye yapısına ihtiyaç duyulmuştur. Bu ise büyükşehir sınırları içerisinde büyükşehir belediyesi, ilçe sınırları içerisinde ilçe belediyesi kurulması gereğini ortaya çıkarmıştır. 27.6.1984 tarihli ve 3030 sayılı kanun ile Büyükşehir Belediyelerinin yönetimi belirlenmiştir. Türkiye 'de büyükşehir belediyeleri için getirilen mevcut sistem yeterli olmamaktadır. Büyükşehir belediyelerinin yönetimi için getirilen mevcut sisteminin, günümüz ekonomik koşullarına bağlı olarak yeniden gözden geçirilmesi ve reorganizasyonu sonucunda, daha etkin ve verimli bir yönetim yapısı ortaya çıkacaktır. Büyükşehir Belediyelerinin siyasal, sosyal, ekonomik ve idari sorunlarına getirilecek en önemli çözüm, mevcut sistemin iyileştirilmesi ve yasanın yeniden düzenlenmesi sonucu oluşacaktır.

SUMMARY 20 th century is absolutely an age of metropolitan with its economy, policy and the socio-cultural structure. The local governments wich are the peculiar associations were presented to the scene of history by the European Communities, while passing from feudalism to capitalism, have become one of the essential associations in the system of today. With the increasing of urbanization rate and the rapid increasing of population, there has appeared a necessity of effective decentralization in cities which entering to changes of industrialization and development. In the metropolitans occured due to this situation, a new municipality of metropolitan in the basal of the city and the town, has been needed. This situation shows the necessities of forming town municipality in the borders of town and the metropolitan municipality in the borders of metropolitans. The managements of the metropolitan municipalities were defined with the law whose nummer was 3030 and the date was 27th.6. 1984. The current system that has been brought for the munucipalities of the metropolitans in Türkiye is not enough. It is essential that the used system planned for the management of the metropolitans municipalities to be organized and overwieved tied with the economic conditions of today. That's why a model of management which more productive and effective will beformed. The most important solution for policy, social and economic problems of the municipalities of the metropolitans will be formed as a result of improving the current system and reorganizing the law.
