Özet
Küreselleşme süreci, gelişen teknoloji, artan sermaye, işgücü ve finansman hareketliliği ile birlikte bölge ve alt bölgelerin dünya sistemiyle doğrudan etkileşim içerisine girmesini sağlamıştır. Küresel rekabet koşulları altında rekabet birimine dönüşen şehirler ve bölgeler, dinamiklerini ve potansiyellerini değerlendiren stratejiler çerçevesinde kalkınma sürecine katılmaktadırlar. Ayrıca, iyi yönetişim modellerini hayata geçirerek ve daha hızlı bir gelişme eğilimi yakalayarak toplumun refah ve istikrarına da katkı sağlamaktadırlar.Dünya'da toplumların oluşmaya başlamasıyla birlikte bölgesel hatta kentsel kutuplaşmalar oluşmaya başlamış, insanlar gündelik hayatlarını idame ettirebilecek ihtiyaçlarını daha iyi karşılayan yerlere göç etmeye başlamış ve bunun sonucunda belli kesimlerde kümelenmeler oluşmaya başlamıştır. Devlet yapısının bir gereği olarak her kesimin ihtiyaçlarını karşılama güdüsünden dolayı daha az gelişmiş kesimlere yatırım yapma ihtiyacı doğmuştur. Bu yeni olgu karşısında her toplum gibi Türkiye'de üzerine düşeni yapma çabasına girmiş, bölgesel inovasyon stratejileri geliştirmiştir. Mersin gibi çok kültürlü bir şehirde yürütülen RIS-Mersin (Bölgesel İnovasyon Stratejileri) oluşumu bu tezde ele alınarak kente, ülkeye ve bölge halkına getirileri açıklanmıştır. Çalışmanın amacı genel olarak küresel rekabet ortamında inovasyonun önemini vurgulayarak, kalkınma kavramından bölgesel kalkınmaya odaklanarak, inovasyon yaklaşımının bölgesel etkilerini, ülkeye getirilerini incelemek, bu etkilerin Türkiye'de ki yansımalarını Mersin İli vasıtasıyla ele alarak, RIS-Mersin projesinin bölge kalkınması üzerindeki etkilerini belirlemektir.

Globalization process has provided the integration of regions and sub regions with the world system by the developing technology, increasing capital, labor and financing mobility. Urbans and regions turn into a competition unit with global competition conditions are included development process as part of strategies that evaluate their dynamics and potential. In addition, they contribute society welfare and stability by applying appropriate governance models and capturing faster growth level.With the beginning of the world to form communities began to develop regional or even urban polarization, better meet the needs of people who sustain the lives of everyday places and began to migrate to certain areas as a result, clusters began to occur. As part of the structure of the State due to resist the urge to meet the needs of each sector there was a need to invest in less-developed segments. With the globalization of the world's development of regional innovation policies left the location and started to be implemented successfully. Turkey, like every community in the face of this new phenomenon into the effort to make its part has developed regional innovation strategies. Conducted a multi-cultural city of Mersin, CIS-Mersin, such as the formation of this thesis by examining the city, the people of the country and the region returns are explained. The aim of the study in general, stressing the importance of innovation in the global competitive environment, regional development, focusing on the concept of development in general, the effects of regional approach to innovation, return the country to examine these effects by means of the province of Mersin in Turkey to examine the implications.
