Dr. Erdoğan YAŞLICA Ülkemizde hızlı nüfus artışı ve kırdan kente aşırı göç sonucunda oluşan plansız kentleşme, gecekondu denilen sağlıksız yaşama mekanlarının ortaya çıkmasına neden olmuştur. 1960 'lı yılların sonuna doğru artan konut sorununa çözüm olarak“Toplu Konutlar”görülmeye başlan mıştır. Toplu konut yapımındaki amaç, yalnızca barınma gereksinimini karşılamak ve ucuz konut sağlamak değil; insanlara, konut ve dış mekan özellikleri ile bütünleşen sağlıklı bir çevre kazandırmaktır. Oysa, ülkemizde yapılan örnekler incelendiğinde pek çoğunun gerçek amaca ulaşama dığı görülmektedir. Bu çalışmada, Dünya 'da ve ülkemizde yapılan toplu konutlarda dış mekan planlama ilkeleri incelenmiş ve bu ilkeler Çayyolu Toplu Konut Yerleşimi örneğinde değerlen dirilmiştir. Sonuç olarak, genelde toplu konut alanlarında görülen sorunlar ile Çayyolu Toplu Konut Yerleşimi 'nde gerek planlama gerekse uygulama aşamalarında karşılaşılan hata ve eksiklikler belirlenmiştir. Araştırma sonuçlarının yapımı sürmekte olan Çayyolu Toplu Konut Yerleşimi ile gelecekte yapılacak toplu konut uygulamalarında yararlı olması açısından, öneriler geliştirilmiştir.

Prof.Dr. Erdoğan YAŞLICA A dramatic increase in population and a massive migration movement from the rural areas into towns and cities are the two major factors behind the creation of the urban slums in our country. We have, now, have been long familiar with these unhygienic, unhealthy and mostly inadequately built clusters of domestic units in the immediate surroundings of large cities. It is not until 1960 that the first concerted efforts were made towards taking some measures against the increasingly growing demand for housing; introducing the planned, contemporary cluster housing developments. Provision of those new housing units/estates in and around the cities, is not and should not be motivated solely by a desire to meet the basic human need of housing, or to that effect, to supply cheap housing for the“urban poor”. What is most imperative in this context is the extension of such ambition into the combined provision of the public open spaces, courtyards, streets; in short, a pleasant, healthy and intimate surrounding altogether. When viewed from this particular angle, the majority of the planned housing units in Turkey, sadly falls short of achieving this goal.Ill We have, within the boundaries of the subject, provided an analytical insight into the practices of the housing developments both in the Turkish and World situations, in this study. The next step has been the application of the theoretical knowledge through a case study which is a new housing development in the vicinity of Ankara city, called“Çayyolu Housing Development”. In the concluding section, we list and discuss what the common shortcomings of the new housing developmets are in general and place“Çayyolu Housing Development”under the magnifying glass in this very context. The findings and recommendations of this study are hoped to guide the continuing development work in Çayyolu and also other future planned housing studies.
