This study attempts to highlight the characteris tics and features of salient and instant development and urbanization of the Unite Arab Emirates. It suggests that the case is a deviant case in all aspects. The purpose is to improve not only our understanding of urban phenomena, but also, our perception of issues of settlement system and ways of dealing with urban problems. First, subjects related to theoretical frames are reviewed in order to be tested throughout the study. Then, geographical, historical, social and economic background of the United Arab Emirates (UAE) are out lined, and the urbanization process and characteristics are investigated, and the salient features of the urban-ization process are discussed. In the UAE the cause of urbanization is due uo an exogenous factor of foreign immigration subsequent to discovery of oil, rather than pull-push theories of rural- urban migration. A compari son of urbanization process between UAE and the Middle Eastern countries show clearly the deviation of the UAE from the general theories of urbanization. After describing the urban centers of the settle ment system, the spatial aspects of the settlements are analyzed. The spatial and non-spatial distribution of population is analyzed and the evolution of the modern settlement system is scrutinized. The fitness of the case of UAE to the theoretical suggestions are tested. The factors behind the change and development of the settle ment system are investigated. Classification and forms of settlements are carried out, and the various urban prob lems and government responses are examined and policy options are suggested. Finally, within the light of the findings, various scenarios of the future urban develop ment are discussed.
