Özet
Bu araştırmada; üstün yeteneklilerin eğitiminde bir model olan BİLSEM'lerin amaç, yapı ve işleyişlerine ilişkin bilgi verilerek, BİLSEM'lerin amaçlarına ulaşma durumları, öğretmen, öğrenci ve veli görüşlerine göre değerlendirilmiş, bu görüşler arasındaki anlamlı düzeyde fark olup olmadığı araştırılmıştır.Araştırmamızda 2007 yılından önce açılmış 1 Eylül 2009 tarihi itibariyle BİLSEM programlarından ?Bireysel Yetenekleri Farketirci Program? ?Özel Yetenekleri Geliştirici Program? ve ?Proje Programı?nda öğrencileri bulunan 17 BİLSEM'den 170 öğretmen, 269 öğrenci ve 238 velinin tarama yöntemiyle görüşü alınmıştır.Araştırmamızın amacına yönelik olarak üç adet ölçek geliştirilmiştir. Geliştirilen ölçeklere Faktör analizi ve Güvenirlik analizi yapılmıştır. Verilerin anlamlandırılmasında Aritmetik Orta (X), Standart sapma (Ss), ?t? testi ve ANOVA testi yapılmıştır. Katılımcıların görüşleri arasında anlamlı düzeyde farklılık olup olmadığı 0.05 seviyesinde test edilmiştir.Öğretmen, öğrenci veli görüşlerine göre elde edilen bulguların özeti aşağıdadır;BİLSEM'ler amaçlarına çok yüksek düzeyde ulaşmaktadır. BİLSEM'lerde öğrencilerin yetenekleri erken yaşta keşfedilerek, düşünce becerileri eğitimi ve eleştirel düşünce becerileri kazandırılmaktadır. Grupla çalışma ve bilimsel çalışma becerileri geliştirilerek, öğrencilerin ilgi ve yeteneklerine göre proje eğitimi verilmektedir. BİLSEM'lerde verilen eğitim öğrencilerin günlük hayatta işlerini kolaylaştırmaktadır.BİLSEM'lerin yapı ve işleyişlerine ilişkin olarak; BİLSEM'lerin donanımı öğretmenlere göre yetersiz, öğrencilere göre de orta düzeydedir. BİLSEM'lerin çevreyle işbirliğini öğretmenler yetersiz görürken, öğrenciler orta düzeyde, velilerde yeterli görmektedir. Velilere göre velilerin BİLSEM'lerle olan işbirlikleri orta düzeydedirBİLSEM'lere öğretmen ve öğrenci seçimlerini öğretmenler orta düzeyde yeterli görmektedirler. Öğretmenler BİLSEM'lerde çalışan öğretmenlerin üstün yeteneklilerin eğitimiyle ilgili hizmet içi eğitimlerini yetersiz görmektedirler.BİLSEM'lerde çalışan öğretmenler, öğrenciler ve BİLSEM velileri, BİLSEM'li olmaktan mutluluk duymaktadır.

This study is based on giving information on the BİLSEM?s aim and structure which is a model for the education of gifted and talented children and if they have achieved success. This study was conducted through teacher and parent observations and if there was a correlation between them.In our study the BİLSEM?s which were established before 2007 were analysed. 170 teachers, 269 students and 238 parents? views of 17 BİLSEM?s were analysed from the Bilsems that had certain programs such as ?Recognizing the individual Talents?, ?Developing the Special Talents?, and those centers which had ?Project programs?.Three scales were developed for our aim of study. Factor analysis and Reliability analysis were applied to the three scales. Arithmetic mean (X), Standard deviation (Ss), `t? test and ANOVA tests were applied to make the data more meaningful. There was a 0.05 difference in the views of the participants.The summary of the results obtained from the teacher, parent and student views;The BİLSEM?s have reached their aim in a very high percentage. The students? talents have been found at an early age and they have been given cognitive ability education and critical thinking skills. Scientific and academic study abilities have been given to these students and they have also been trained on how to conduct projects. The education given at BİLSEM?s enables the students to make their everyday lives easier.The BİLSEM?s are thought to be equipped unsatisfactorily according to the teachers but the students find them to be equipped satisfactorily. While the teachers think that the BİLSEM?s do not have enough cooperation with their environment, the students think this is at a fair level .The parents think it is satisfactory. The parents think that their cooperation with the BİLSEM?s are at a fair level.The teachers think that the selection of the students and the teachers to the BİLSEM?s are satisfactory, but they think the inservice training of the teachers working at BİLSEM?s regarding the education of gifted and talented children are not satisfactory. The teachers working at the BİLSEM?s, the students and the parents feel proud and happy of being part of the BILSEM?s.
