Özet
Bu çalışmanın amacı, eğitim ile kalkınma arasındaki pozitif ilişki göz önüne alarak, Türkiye'nin kalkınmaya yönelik eğitim politikalarını incelemek ve yükseköğretime yapılan eğitim harcamalarının kişisel ve toplumsal getirileri inceleyerek, eğitim yatırımlarının geri dönüşünü, ülkenin kalkınma süreci açısından değerlendirmektir.İktisadi kalkınmanın temel noktası eğitimdir. Araştırmada kişinin eğitim düzeyi ile kalkınmanın unsurları olan ekonomik, sosyal ve toplumsal gelişme arasında doğrusal ilişki olduğu ortaya çıkmıştır.Eğitim kalkınmanın en etkili araçlarından biri olarak görülmesi nedeniyle, en değerli yatırımın beşeri sermayeye yapılan yatırım olduğu fikri de artık geniş ölçüde kabul görmektedir. Çalışmada Türkiye'nin eğitim sorunları ve bu sorunları çözmeye yönelik Beş Yıllık Kalkınma Planları uygulamaları dönemsel olarak kullanılmıştır.Sonuç olarak çalışmada yükseköğretime ilişkin sorunlar, finansman sorunları, eğitime yapılan yatırımların geri dönüşü ve kalkınma planlarında Türkiye'nin eğitim uygulamalarının değerlendirilmesi yapılmıştır. Türkiye'nin ekonomik kalkınma sürecinde eğitimin durumu ile ilgili sonuç ve öneriler son bölümde yer almaktadır.

The purpose of this study is to review Turkey's education policies related to development considering a positive relationship between education and development and to evaluate the yield of education investments in terms of the development process of the country by analyzing the personal and societal benefits of all the expenditures made to higher education.The basic point of economic development is education. In this research, it was revealed that there is a linear relationship between the educational level of a person and economic, social and communal development which are the elements of the economic development.Because education is regarded as one of the most effective tools of development, the idea that the most valuable investment is the human capital investment is widely recognized at present. In this study, Five-Year Development Plan applications were used cyclicly in order to solve problems of education in Turkey.In this study, the problems related to higher education, the financing problems, the yield of the investment made to education and the education applictons of Turkey in development plans have been evaluated. The results and recommedations regarding the educational status of Turkey in its process of economic development are included in the last chapter.
