Özet
Ülkemizde ilköğretimin zorunlu ve parasız olmasına, ilköğretimde ders kitaplarının ücretsiz verilmesine rağmen çeşitli sebeplerle öğrenim yaşındaki çocuklarımızın tamamının okula gitmesi sağlanamamaktadır. Milli Eğitim Bakanlığı İlköğretim Genel Müdürlüğü, Avrupa Birliği'nin mali ve UNICEF'in teknik desteği ile `'Yetiştirici Sınıf Öğretim Programı (YSÖP)'nı hazırlayarak 2008-2009 öğretim yılından itibaren ulusal düzeyde uygulanmaya başlamıştır. Bu araştırmada, Yetiştirici Sınıf Öğretim Programı uygulaması sürecinin ilköğretim okullarında görev yapan okul yöneticileri, öğretmenler ve öğrenciler tarafından değerlendirilmesi incelenmiştir. Bu çalışma, Ankara İline bağlı ilçelerde açılan 5 ilköğretim okulunda yapılmıştır. Odak grup görüşmelerine katılan 6 okul yöneticisi, 7 öğretmen ve 34 öğrenciye YSÖP uygulama süreciyle ilgili değerlendirmeleri sorulmuştur. Okul yöneticisi, öğretmen ve öğrencilerin cevapları ses kayıt aracılığıyla kaydedilmiş ve grounded teorinin üç aşaması kullanılarak analiz edilmiştir. İlk olarak okul yöneticilerinin, öğretmenlerin ve öğrencilerin cevapları kendi aralarında analiz edilmiş, daha sonra her üç gruba ortak sorulan sorulardan elde edilen veriler karşılaştırılmıştır. Bu araştırmanın amacı, Yetiştirici Sınıf Öğretim Programı (YSÖP) uygulama sürecinde öğrencinin tespit edilip eğitim almaya başlamasından, programdan mezun olup yaşıt sınıflarına geçme sürecine kadar takip edilmesi, okul yöneticileri, öğretmen ve öğrencilerin programa bakış açılarının değerlendirilmesidir.

In our country, although the primary education is free and compulsory and the textbooks of primary education are supplied by the government, some of the children at the school age do not go to schools. Ministry of National Education General Directorship of Primary Education prepared ?The Catch-up Education Program (YSÖP)? with the financial support of the European Union and the technical contribution of the UNICEF and started to apply it in the national standing in the 2008-2009 educational year. In this study, the evaluation of the Catch-up Education Program?s application process by the school administrators, teachers and the students in the primary schools is examined. This study is applied in 5 primary schools opened in some districts within the borders of Municipality of Ankara. 6 school administrators, 7 teachers and 34 students participated in the focus group interviews are asked to evaluate the application process of YSÖP. The responses of the school administrators, teachers and the students were recorded through audio recording machines and analyzed by using the three stages of the grounded theory. Firstly, the responses of the administrators, teachers, and the students were analyzed among themselves and then, the data obtained from the common questions in all the groups were compared. The aim of this study is to evaluate the point of views of the administrators, teachers and the students about the Catch-up Education Program (YSÖP) process from determining the student and the beginning of the education to the graduation from the program and passing into the same age ?level classes.
