Özet
Yaşanan küreselleşme sürecinde yeni yönetim anlayışları ortaya çıkmıştır. Ortaya çıkan bu yeni yönetim anlayışları da örgütlerin personel yönetimlerini etkilemiş ve personel yönetiminden insan kaynakları yönetimine bir geçiş olmuştur. Halka en yakın idare birimi olan belediyeler de bu süreçte etkilenmiş ve personel istihdamında insan kaynakları planlamasının temelini oluşturan norm kadro uygulamasına geçmiştir. Bu çalışmanın amacı da belediyelerde norm kadro uygulamasının açıklanmasıdır. Bu çerçevede personel yönetimi, insan kaynakları yönetimi, belediyeler ve belediyelerde norm kadro uygulamasına olanak sağlayan yasal düzenlemelerden faydalanılmış ve Isparta Belediyesi örnek alınarak belediyelerde norm kadro uygulaması hakkında bilgi verilmiştir.Dört bölümden oluşan çalışma, belediyelerde norm kadro uygulamasının açıklanması ve belediyelerde norm kadro uygulamasının gerekliliği ile uygulamada karşılaşılan sorunların belirtilmesi açısından önem arz etmektedir. Çalışmada bilgi/belge toplama ve görüşme yöntemleri kullanılmıştır.Belediyelerde norm kadro uygulaması ile ihtiyaç duyulan sayı ve nitelikte personel istihdamı sağlanacak, böylece ihtiyaç fazlası ve işin niteliklerine uymayan personel istihdamının önüne geçilebilecektir..

New management understandings occurred with the globalization process. These new management understandings effected to the personal managements of organizations and a transition occurred from the personal management to the human resources management. Municipalities are the nearest units to the folk and they affected in this process too. And the municipalities started to use norm staff in personal recruitment, which is the underlying of human resources planning. The purpose of this study is explaining the norm staff application in municipalities. Personal management, human recourses management, municipalities and the laws about norm staff application examined with the Isparta Municipality sample.The study consists of four sections, norm staff application in municipalities and its disclosure requirements in municipalities with the implementation of the norm staff encountered in practice be specified in terms of issues that are important. The information / document collection and interviews were used in the study.Staff numbers and the qualifications needed to be provided in the employment of personnel with the norm staff application in municipalities. So that doesn?t comply with the surplus and the nature of the work will be to prevent the employment of staff.
