64 SUMMARY Before Tanzimat, especially in the period of Selim III and Mahmut II there were arrangements in a lot of associations and foundations in volving kadılık association, and some arrangements took place within the bounds of possibility. However, the hindrances which werefaced to in preventing general collapse showed itself serriously in jurisdiction and the desired aim was not recieved. Since 1840, when Tanzimat was put into practice, firstly the country management was taken into practice and then according to the previous period very important adjustments, legal arrangements took place in military services and juridical fields. In 1838 the first law was made and precautions were taken to prevent the kadis to commit an offence, new rules about their appoint ment and promotions were established, with the regulations pub lished in 1855 and 1859 the appointments, commision and outhority of rCadi and Naibs were particulary determined in detail so as to pre vent them taking bribes and making injustice. Despite their minor relieve of success on this matter, because of the general collapse of the imperial the aimed result was not produced. Also, with the open ing of the Nizamiye courts the duality in law, as it was in all other fields, lasted until the end of the imperial's dispersion.
