Özet
Küreselleşme ve bilgi teknolojilerinin gelişimi, hızla değişen çevre faktörleri nedeniyle günümüzde iş hayatının her alanında hızlı bir değişim yaşanmaktadır. Buna paralel olarak, son yıllarda yönetim bilimlerinde de hızlı bir değişim yaşanmakta, yeni kavramlar ortaya çıkmakta ve önem kazanmaktadır.Stratejik yönetim, yönetim biliminde son yıllarda en çok önem kazanan kavramlardan biri olup ve özel sektörden sonra zamanla kamu sektöründe de uygulanmaya başlanmış ve birçok ülkede kamu sektörünün yeniden yapılanmasında kilit rol oynamıştır.Türk kamu yönetiminde de dünyadaki gelişmelere paralel olarak stratejik yönetim kavramı önem kazanmış ve kamu kurumları tarafından uygulanmaya başlanmıştır. Türk kamu sektörünün mevcut sorunlarının çözülmesinde ve kamu sektörünün modern bir yapıya kavuşmasında ve toplumun ihtiyaçlarına cevap vermesinde stratejik yönetimin önemli bir rol oynayacağı öngörülmektedir.Bu noktadan hareketle tezin amacı Türkiye'de kamu sektöründe yapılan stratejik yönetim çalışmalarını değerlendirmek, yapılan alan araştırması çalışmasıyla örnek bir kamu kurumundaki çalışanlar üzerinde stratejik yönetim algısını ölçmek, uzmanlarla gerçekleştirilen görüşmelerle ise kamu sektöründe yürütülen stratejik yönetim çalışmaları hakkında makro bir bakış açısına ulaşabilmektir. Kamu kesiminde yürütülen stratejik yönetim uygulamalarının değerlendirilmesiyle; stratejik yönetim çalışmalarının mevcut durumunun analiz edilebileceği ve çalışmaların geleceği hakkında fikir sahibi olunabileceği düşünülmüş ve çalışmanın bu yönüyle stratejik yönetim alanına bir katkıda bulunmasına çalışılmıştır.Anahtar Kelimler:Stratejik Yönetim, Kamu Yönetimi, Kamu Sektöründe Stratejik Yönetim

Due to globalization, development of the information technologies and the changing environmental factors today; a rapid change is taking place in every aspect of organizational life. In line with this development, management science has also undergone a rapid change; new concepts have emerged and gained importance.Strategic management is one of the concepts that gained importance in the management sciences in recent years and began to be applied in the public sector in the course of time as well, after being applied in the private sector and it played a key role in the restructuring of the public sector in many countries.Strategic management concept gained importance in the Turkish public sector in parallel to the developments in the world as well and began to be applied by the public sector. It is anticipated that strategic management will play a crucial role in eliminating the current problems of the Turkish public sector and providing a modern structure for the public sector and satisfying the needs of the society.Acting upon this point, the aim of this thesis is to observe the concept of strategic management with a theoretical point of view, to evaluate the strategic management practices applied in the public sector, to measure strategic management perception by the employees in a sample public organization with an field study, and to reach a macro point of view via the interviews with the experts about the public sector strategic management practices in Turkey.With the evaluation of the public sector strategic management practices in Turkey, this thesis aims at analyzing the current situation and estimating the future of the strategic management studies and it is expected that the study will contribute to the area of strategic management in this respect.
