Özet
Bu araştırmanın amacı İstanbul ili sınırları içerisinde görev yapan okul müdürlerinin profillerini belirlemek, atama kriterlerini saptamak ve Avrupa Birliği ülkeleriyle kıyaslayarak Avrupa Birliği sürecinde hem eğitim sistemimizin hem de eğitim liderlerimizin profillerini ve problemlerini ortaya koymak ve çözüm yolları önermektir. Bu araştırma, 2007- 2008 eğitim öğretim yılında İstanbul ili genelinde 32 ilçedeki görev yapan 518 okul müdürleriyle sınırlıdır. Araştırmada tarama modeli kullanılmıştır. Araştırmanın geçerliliğinin ve güvenirliğinin artırılması için alt, orta ve üst sosyo-ekonomik düzeyden her türlü okuldan yeterli sayıda örneklem alınarak güvenirlik düzeyinin yüksek olmasına çalışılmıştır.Araştırmacı tarafından geliştirilen 50 maddelik anket asıl uygulamadan önce geçerlilik çalışması için okul müdürlerine uygulanmış. Ön çalışma sonrası elde edilen dönütler sonrası, uygun olmayan sorular konunun uzmanlarının görüşleri doğrultusunda anketten çıkarılarak, gerekli değişiklikler yapılmış ve 50 maddelik ankete son şekli verilmiştir. Okul müdürleri profilini araştırmaya yönelik hazırlanan bu ankette yer alan sorular kategorik olarak tasarlanmış olup, bir ölçek geliştirme çalışmasına girilmemiştir. Örneklem kapsamındaki okullarda görev yapan müdürlere elektronik posta yoluyla gönderilen anketlerin elektronik ortamda doldurulması sağlanmıştır.SPSS programı kullanılarak yapılan analizler sonucunda elde edilen bazı bulguları şöyle sıralayabiliriz: Okul müdürlerinin yaklaşık dörtte üçünün yabancı dil bilmediği; yarısından fazlasının hiç yurt dışına çıkmadığı, sadece yüzde onluk bir kısmının yüksek lisans ve % 4,5'inin doktora diplomasına sahip olduğu, AB'ye karşı olan okul müdürlerinin ?AB'nin ulusal değerlere? zarar vereceğini düşündüğü için AB'ye karşı olduğunu, AB'ye girişin sağlayacağı en büyük yararı ?çağdaş ve demokratik bir toplum yapısının oluşmasını sağlayacaktır?, ?bilimsel ve demokratik bir eğitime geçişe yardımcı olur? ve ?eğitimin kalitesini yükseltir,? şeklinde ifade ettikleri, Türkiye'nin en önemli sorunlarını ise `terör , işsizlik , eğitim ve irtica? olarak ifade ettikleri, yarıdan fazlasının eşinin çalışmadığı ve büyük bir bölümünün 1.250 - 2.000 YTL civarında toplam aylık gelire sahip olduğu görülmüştür.

The purpose of this research is fourfold: to establish the profiles of school principals working within the city limits of Istanbul , to determine the criteria by which they are appointed , to explore the profiles and problems of our education system and leaders within that system in the European Union accession process in comparison with other EU countries, and to suggest solutions to said problems. The sample size of this study is limited to 518 school principles in 32 districts in Istanbul during the 2007-2008 academic year. These participants serve in both state and private, primary and secondary institutions (including vocational high schools).In order to increase the validity and reliability of the study, samples were taken in sufficient numbers from schools which find themselves on every rung of the socio-economic ladder. The fifty item survey was first sent to school principles in order to test its validity. Having received feedback on the preliminary study, the questions found unsuitable by the experts were excised, the necessary alterations were implemented and the survey was given its final form. The principles of schools within the scope of the sample were sent the survey by electronic mail and were able to respond electronically as well.The datas were analyzed through SPSS program and some of the findings of the study are as follows: of the school principles, 79,3 % know no foreign language, more than fifty percent have never been abroad, only one tenth have an M.A. and 4,5 % have a Ph.D. In education, 73,8 % say ?Yes? to Turkish accession to the European Union.Those who say ?Yes? to Turkish accession to the EU believe that the greatest benefit of EU accession would be the formation of a modern and democratic social structure, improving the quality of education, bringing about a scientific and democratic educational system. Of the principles opposed to the EU, say they opposes the EU because they feared it would damage Turkish national values.On the question of Turkey?s most important problems they believe that they are ?terrorism, unemployment, education, and religious reaction?, more than fifty percent are married to stay-at-home spouses, a significant percentage have total monthly incomes ranging between 1,250-2,000 YTL, despite insufficient income, fifty percent of them are home owners.
