Özet
Anayasalarımızı incelediğimizde geçmişten günümüze gelinen süreçte cumhurbaşkanlığı makamının yetkilerinde özellikle 82 anayasası ile birlikte ciddi bir artışın olduğunu görürüz. Ülkemizde ki uygulama parlamenter sistemlerdekinin aksine yürütme organını cumhurbaşkanlığı aracılığıyla güçlendirmiştir.Cumhurbaşkanlığı seçim süreçleri sancılı geçmekle birlikte pek çok yeni düzenlemeleri de beraberinde getirmiştir. 11.Cumhurbaşkanlığı seçim sürecinde yaşananlar cumhurbaşkanını halkın seçmesini ve iki defa seçilebilmesini öngören anayasa değişikliği ile sonuçlanmıştır.11.Cumhurbaşkanlığı seçim süreci doğurduğu sonuçlar bakımından önemlidir.Parlamenter sistemlere göre daha fazla yetkiyle donatılmış adı ne başkanlık ne de yarı başkanlık olan bu sistem içinde geniş yetkilere sahip cumhurbaşkanının, bu yetkileri tekrar kullanabilmek için siyasi erkin içinde oy kaygısıyla hareket etmesi, yürütmenin sorumsuz kanadını oluşturuyor olması hasebiyle yasal bir yaptırıma maruz kalmaması bu makamın siyasallaşacağı yönünde bir düşünce akla getirmektedir.Cumhurbaşkanlığı seçim süreçlerinde yaşanan sıkıntıların giderilmesi açısından cumhurbaşkanını halkın seçmesi iyi bir çözüm olmakla birlikte bir defa halk onayıyla seçilebilmesi ile sınırlandırılması ileride daha farklı sorunlara yol açabilecek uygulamaların önlenmesi anlamına gelecektir.

If we examine our constitutions, we can see that, in the process that comes until the early times to today, the authoriy of th presidency of the state has been increased significantly especially with the Constitution of 1982. The application in our country, unlike the parliamentarian systems, has strenghened the executive organ via the presidency of the state.Even though the presidential elections has generally proceeded troublous, those processes have leaded many new regulations. The happenings that existed during the 11th Presidential Election has concluded with some modifications in the constitution that stipulate to elect the president directly by the public and to be elected twice.The process of the 11th Presidential Election is important by means its conclusions.The president of the state who has got wide authority in that system which cannot be called neither presidency nor semi-presidency and who is decked out with more authority than parliamentarian systems may make people imagine a president of the state who might behave with solicitude of vote in the political field, and this position might be politicize because of being not exposed any legal sanction that caused by being the irresponsible wing of the executive organ.The president of the state?s being elected directly by the public is a good solution to prevent the troubles that exist during the presidential elections. In addition, limiting to be voted only once by the public will mean preventig the applications that may cause different problems in the future.
