Özet
Bireylerin bir araya gelerek oluşturdukları birlikteliğe toplum diyoruz. Toplumun bir arada huzurlu ve mutlu yaşaması güvenlik hizmetini yerine getiren polisin toplumun iç güvenliğini sağlamak için gerekli olan hizmetin gerektirdiği bilgi, beceri ve tecrübeye sahip olmasıyla doğru orantılıdır. Bu çalışmada Türk toplumunun tarihi süreçte güvenlik ihtiyacını nasıl giderdiği, teşkilatlanma yapısı, güvenlik görevlisi olacakların nasıl seçildiği ve nasıl eğitildiği, Emniyet Teşkilatının günümüzdeki yapılanması, Emniyet Teşkilatında bilgi ve belgelerin nasıl yönetildiği, Emniyet Teşkilatı Kurumunun mevcut bilgi sistemi faaliyetleri, Arşiv ve Dokümantasyon Dairesi Başkanlığının görevleri ve Emniyet Genel Müdürlüğü Merkez ve Taşra Teşkilatında bulunan arşiv Yönetmeliği gibi konularda hangi uygulamaların yapıldığı incelenmiştir. Bu çalışmayla amaçlanan temel düşünce: Türk Emniyet Teşkilatı içinde bulunan, kendini geleceğe adamış olan insanlara yeni ufuklar göstermek, çağın gerektirdiği bilgi, beceri ve tekniklerle donanmış nitelikli polislerin toplumun güvenlik ihtiyacını en üst şekilde nasıl karşılayabilecekleri düşüncesidir.Bana bu konuda yardımlarını ve ilgisini esirgemeyen ve bilgisini benimle paylaşan Sayın danışman hocam Doç.Dr. A.Oğuz İcimsoy'a, Bölüm Başkanımız Prof. Dr. Hamza Kandur'a ve yardımlarını esirgemeyen diğer hocalarıma teşekkürü bir borç bilirim. In this study, we focus on the changes and the developments of the Turkish Police Force with its structured advancement, information and documentation management since it?s emergence in history. With this study, we are seeking for the answers to how information and documentation management can be utilized in a maximum efficiency, how the working conditions of the personnel can be improved and how much productivity can be gained through different organizations of the personnel.As the technology advances, different crimes have emerged in the recent years. As a result of these changes, it can be concluded that the physical strength of each individual police force is not enough. We are in need of personnel who have the knowledge of current technological advancements and who can recognize the different aspects of society that has the people who are interacting with the police force. This new way of approaching to preventing and solving the crimes requires new techniques of teachings at the police academies. It has been proven that the developed nations whose police forces trained to gain this perspective have been more successful in providing broader and peaceful service to their people. The purpose of this theses is to examine and show different solutions to the productivity and systemic working of The Turkish police force.In the first part of this study, we are looking into how the Ottoman Turks had dealt with its security needs and how it had structured its police force in light of today's structure. In the second part of the study, we are looking into the principals of information and documentation management throughout its history, its classification of documentation, filing system of the documents, archiving and securing the archives. In the last part of the study, we state our findings and suggestions on how to improve current conditions on the matter of the subject.
