Özet
Bu çalı?manın amacı, belediye ba?kanlarının mali kaynak, idari yapılanma, görev ve yetkiler açısından mali özerklikten ne anladıklarını ortaya koyarak; belediyelerin mali anlamda özerkliğinin sağlanması ile belediye hizmetlerinin etkin bir ?ekilde yerine getirilmesi arasındaki ili?kilerin tespit edilmesidir. Bu çalı?mada belediye ba?kanlarının mali özerkliği algılama biçimleri, bakı? açıları ve mali özerklikle ilgili görü?leri hakkında bilgi sahibi olunarak, belediyelerin mali özerkliğiyle hizmet etkinliği arasındaki ili?kinin ortaya konulması amacıyla belediye ba?kanlarına yönelik olarak bir anket uygulanmı?, bu anket çalı?ması ı?ığında belediye hizmetlerinin etkin bir ?ekilde yerine getirilebilmesi için mali kaynak alternatifleri ortaya konularak öneriler getirilmi?tir. Bu çalı?ma dört bölümden olu?maktadır. Birinci bölümde, yerel yönetimlerde mali özerkliğin gerek kavramsal gerekse teorik boyutlarına değinilmi?tir. Burada yerel yönetim kavramı açıklanarak, merkezden yönetim ve yerinden yönetim kavramları üzerinde durulmu?, yerel yönetimlerin üniter ve federal yapılı bir devlet sisteminin içerisinde nerede yer aldığı gösterilmi?tir. Yerel yönetimlerin olu?umunu etkileyen hukuki, siyasi ve ekonomik nedenler belirtilerek, yerel yönetimlerin önemini artıran nedenler ve yerel yönetimlerin özellikleri üzerinde durulmu?tur. Ayrıca geni? bir bakı? açısı kazandırmak, kar?ıla?tırma imkanı ve konunun daha iyi anla?ılmasını sağlamak amacıyla federal ve üniter devletlerdeki yerel yönetim uygulamalarından örnekler verilmi? ve AB ülkeleri uygulamalarına değinilmi?tir. Bu bölümde ele alınan konular tezin izleyen bölümlerinde ara?tırılan mali özerklik konusunun altyapısını olu?turmaktadır. ?kinci bölümde, Türkiye'deki yerel yönetim sisteminin nitelik ve nicelik olarak durumunu belirlemek amacıyla yerel yönetimlerin tarihi geli?imi, idari ve mali yapısı ortaya konulmu?tur.Üçüncü bölümde, yerel yönetimlerin mali özerkliği konusu incelenmi? ve etkin bir yerel hizmet anlayı?ının yerle?tirilebilmesi için idari ve mali anlamda neler yapılabileceği ortaya konulmaya çalı?ılmı?tır. Ayrıca yerel yönetimlerin uygulamada kar?ıla?tıkları sorunlar, bunlarla ilgili alternatif çözümler sunulmaya çalı?ılmı?tır. The purpose of this study is to depict the relationship between the autonomy of the municipilaties in fiscal sense and the effective provision of municipilaty services introducing the mindset of mayors towards fiscal autonomy in terms of fiscal resources, administrative structuring, task and responsibility. A survey was applied to mayors in order to put forth the relationship between the fiscal autonomy of the municipilities and the service effectiveness by having an insight of the perceptions, thoughts and perspectives of the mayors about the fiscal autonomy. In light of this survey, suggestions were made setting forth fiscal resource alternatives in order to enable the effective service proviosion in the municipilities. The study consists of four sections. In the first section, the conceptual and the teorical aspects of the fiscal autonomy in the municipilites were introduced. The local government concept was explained and an emphasis given upon the concept of central administration and the local administration and the place of the local government in a unitary and a federal state system was pointed out. The reasons behind the increasing importance of the local government and the properties of the local governments were highlighted mentioning the legislative, political and economical causes. In addition, in order to have a wider perspective, enable comparisons and have a deeper grab of the subject local goverment practices of the federal and unitary states were given as example and the practices in the EU was touched upon. The subjects of this section laid the foundation of the fiscal autonomy the succeeding sections. In the second section in order to assess the present quality and condition of Turkish local government system the historical development, administrative and fiscal structure were put forward.In the third section , the fiscal autonomy issue of the local goverments was analized and some measures in fiscal and administrative sense were set forth to instill an effective service conception. Moreover, the problems that the local governments face and remedies for this problems were put forth. In the forth section, a survey was employed regarding the perception styles and perspectives of the mayors toward the local autonomy in order to assess their approach and suggestions for solutions with respect to the local autonomy.
