Dr. İsmail Safa ÜstünÇalışmamızın ana kaynağı olan Temettuat Defterleri, tutulduğu kentlerin sosyo-ekonomik ve demografik boyutunun biraz da Tapu-Tahrir Kayıtları'na benzer tarzda; fakat daha düzenli ve ayrıntılı şekliyle hazırlanmış olup vergilendirme ve gelir kaynaklarına ait kayıtları tanzim etme gayesi ile 1260-1261/1844-1845 tarihinde İmparatorluğun bazı eyaletlerinde kayda alınmıştır.Elimizdeki bu çalışma bir giriş ve dört bölümden müteşekkildir. Çalışmanın giriş kısmında Sivas'ın tarihsel süreçteki siyasî, idârî ve sosyal yapısına dair özet bilgiler sunulmuştur.Çalışmanın ilk bölümünde vergi sistematiğinin dinî ve siyasî alt yapısına dair zikredilen izahatın ardından Osmanlı İmparatorluğunun vergi rejiminin geçirdiği safhalar, Tanzimat'ın İlanı ile hayata geçirilmeye çalışılan reformlar ve mâlî sahadaki yenilikler ele alınmış, yeni vergi düzeninin ilk nüvesi olan temettu` sayımları ve sayımların kayda geçirildiği Temettuat Defterleri hakkında bilgiler sunulmuştur.Çalışmanın ikinci bölümü Sivas'ın idârî taksimattaki statüsü, nüfusun zaman dilimi içerisinde zımmî ve Müslim haneler açısından değişim süreci ve Temettuat Kayıtları çerçevesinde bölge sakinlerinin etnik ve dînî dağılımı gibi başlıkları ihtiva etmektedir.Üçüncü ve dördüncü bölümlerde ele alınan mevzuâtın temel konusu sosyal yapı ile yakından ilgili olan meslekî yapılanma, vergilendirme, tarım ve hayvancılık gibi başlıkları bünyesinde barındıran ekonomik verilerdir. Şehirde meslekî gelir ve yapının hayvancılık ve tarımsal nemalara kıyasla daha yüksek oran da etkinliğe sahip olması, üçüncü bölümün meslekî yapılanma, meslekî gelirlerin dağılımı ve vergilendirme şeklinde ayrı bölüm halinde ele alınmasını zarurî kılmıştır. Bu durum bir taraftan gelire konu olan kaynakların daha rahat gözlenmesini de amaçlamaktadır. Ekonomik saha ile alakalı temalar dönemin şartları içerisinde ele alınırken şekillendirme ve başlıklandırmalarda modern döneme dair kavramlara ağırlık verilerek araştırma verilerinin muhakemede daha mütebariz kılınmasına çalışılmıştır.Bu çalışma XIX. yüzyılın ortalarında bir merkez sancak hüviyetine sahip olan Sivas Kazasının hâvi olduğu on sekiz mahallenin Cumhuriyet döneminden önceki sosyo-ekonomik ve demografik durumunu bugün tamamıyla orijinal kabul edebileceğimiz ve bizzat devletin kayıt altına aldığı defterlerden hareketle gün yüzüne çıkarmayı amaçlamıştır.

The Temettuat Records (Temettuat Defterleri), which are the main source of our work, were arranged in a more systemetical and detailed form of socio-economic and demographic dimension of the cities about which records were entered, than the similar fashion of the Official Records (Tahrir Defterleri). They were entered into records in 1260-1261/1844-1845 in some provinces of the state with a view of arranging the records concerning the sources of taxation and revenues.This work is consist of an introduction and four chapters. A brief information on the political, administrative and social structures of Sivas throughout history, has been given in the introductionIn the First Chapter of this work, after a survey concerning the religious and political background of the systematics of taxation, the stages that the taxation policy of the Ottoman State had undergone and the reforms that were attempted to put into effect by the Promulgation of Tanzimat, and the renovations in the financial field, were all handled, along with the information on fixing the shares of taxes which is the first nucleus of the new tax system, and the Temettuat records in which the fixed shares of taxes were written down.Chapter Two includes such following tittles as the status of Sivas in the administrative structure, the transformation process of Muslim and non-Muslim population by the time, and the ethnic and religious distribution of the residents of the region within the frame of Temettuat Records.The Third and Fourth Chapters handle such economic datas as professional structurs, taxation, agriculture and stock breeding, which were all closely interrelated with the social structure. The fact that the professional revenues and structure in the city were higher than the incomes from stock breeding and agricultures in term of rate and efficiency has necessitated that the professional structure, the distribution of professional revenues and taxation would be studied in a separate Chapter, aiming also to study the sources of revenues.While the subjects related to the field of economics were studied in the circumstances of that period, the emphasis was given to the modern concepts in shaping and titling the chapters. By so doing, it was aimed to help in considering the datas clearly.In sum, this work aims to reveal the socio-economic and demographic situation of the eighteen quarters of the town of Sivas, which was the center of the province in mid-XIXth century; prior to the Republican period, in light of the Temettuat Records that we can today regard as being completely original, which were recorded by the officials.
