Özet
ÖZET Milli Muhasebe Sistemi (SNA) ile çerçevesi çizilen ekonomi kavramında, bazı faaliyetler çerçevenin dışında bıralalmaktadır. Milli Hesaplar açısından üretim sınırlarının kapsamım, kanunlar ile uyumlu olan ve ölçülebilen ekonomik faaliyetler oluşturmaktadır. Buna göre gaynresmi ve suç sayılan faaliyetler, Milli Hesaplar Sisterninin dışında tutulmaktadır. Bu faaliyetlerden başka, Milli Muhasebe Sistemi içinde olmasına rağmen Milli Hesaplarda yer almayan, saklı ekonomik faaliyetler vardır. Ekonomik teori ve politikalar için saklı ekonorninin boyutlarının ve gelişiminin bilinmesi büyük önem taşımaktadır. Bu nedenle pek çok araştırmacı çeşidi yaklaşunlar ile saklı ekonomi büyüklüğünü tahmin etmeye çalışmıştır. Saklı ekonominin tahmininde kullanılan bazı yöntemler saklı ekonomik faaliyetlere katılanlarla ilgili geniş bilgiler sunarken, bazı yöntemler çeşitli ülkelerin saklı ekonomüerinin nisbi büyüklüHerini sıralamaktadır. Göstergeler yardımı ile yapılan tahminler ile saklı ekonominin rakamsal değerleri elde edilmiş ve GSMH' ya oranları hesaplanmıştır. Kullanılan pek çok yöntem, aynı ülke ve aynı yıl için çok farklı saklı ekonomi sonuçlan vermektedir. Bunun nedenleri; mali, hukuki ve sosyal, pek çok değişken ile ilişkisi olan saklı ekonomi kavramının, çok karmaşık olması ve her yaklaşımın saklı ekonominin farklı bir yönünü ele almasıdır. Dolayısı ile her yöntemin kendine özgü üstün ve zayıf yönleri bulunmaktadır.Bu çalışmada, gaynresmi ve saklı ekonomik faaliyetler tanımlandıktan sonra, saklı ekonominin büyüklüğünün talmıininde kullanılan yöntemler incelenerek, bazı ülkeler için tahmin sonuçlarının kısa bir özeti verilmektedir. Çalışmanın sonunda, parasal istatistik metodlarmdan, nakit oram yaklaşımı ülkemiz verilerine uygulanarak, Türkiye' deki saklı ekonomi değerleri elde edilmektedir.

Ill SUMMARY Some economic activities are not involved in the concept of economy, in which the framework defined by System of National Accounts (SNA). In terms of National Accounts, the content of the production boundries, is constituted by measurable economic activities harmonious with laws. Therefore the economic activities, defined as criminal and informal, are being outside of System of National Accounts. On the other hand, there are some hidden economic activities don't take place in National Accounts, although they occur in SNA. It is very important, to have the knowledge about the aspects and progresses of the hidden economy, for the economical theory and policy. Thus many of the researchers, have been trying to estimate the size of the hidden economic activities, according to different approaches. Some of these methods offer a wide range of data, while others set up the relative size of hidden economies in order. The numerical values of hidden economy, estimated by indicators, have been obtained and the ratios of these values to the Gross National Product (GNP), have been calculated. Many of the methods used, give different results of hidden economy for the same country and for the same year. The reasons come from the complexity of the concept of hidden economy, which interacts the fiscal, legal and social variables, and from the difference of the the approaches to the hidden economy. So every approach has inadequacies and pecularities itself. In this study, after defining the informal and the hidden economic activities, estimation methods about the size of the hidden economy, have been examined and the abstract of the estimation results have been given. At last, cash ratio method, one of the monetary statistical methods, has been applied to Turkish data, and hidden economic values of the country have been obtained.
