Özet
Neo liberalizm, en dar tanımlamasıyla ekonomi isleriyle devlet islerinin keskin çizgilerle birbirinden ayrılması, özel tesebbüsün ön plana çıkarılması ve devlet aygıtının hem sosyal hem de ekonomik alanda etkinliginin azaltılmasını ifade eder. Neo liberalizm olarak nitelendirilen yeni sisteme gelismekte olan devletler ?yapısal uyum programları? ile dahil edilmislerdir. Neo liberalizm Türkiye'de ilk kez 24 Ocak 1980 kararlarında somut hale gelmistir. Neo liberalizmin özünü olusturan özel sermayenin tesvik edilmesi kapsamında girisimciligin önünde engel olarak görülen maliyetler bir dizi yasal düzenleme ile düsürülmüstür. Arastırmanın temel nesnesini olusturan isçiler ile ilgili bu uygulamalar kapsamında bir düzenleme yapılmıstır. Sendikal hakların kısıtlandıgı, ücretlerde reel gerilemenin yasandıgı, 1980'li ve 1990'lı yıllar, isçiler için zor bir dönemi ifade eder.Tüm dünyada 1980 sonrası etkin olmaya baslayan neo liberalizm ve 24 Ocak kararları daha sonra Özal Dönemi boyunca da sürecek bir dizi reformun baslangıcı olmustur. Gerekli olan hukuksal düzen ise 1892 anayasası ile saglanmıstır. Özel sermayenin gelismesine yönelik olan kanunlarla, ücretlerde sermaye lehine bir asınma saglanmıstır. sçi hareketine büyük sınırlamalar getiren, 1982 Anayasasıyla ücret asınmaları karsısında gerçeklesecek isçi hareketinin önüne geçilmistir.Reel ücretlerdeki gerileme isçi ailelerinin sosyal hayatlarında hissedilmistir. sçi ailelerinde, ek isle ugrasma, çocukların egitimden ayrılmak durumunda kalması, alım gücünde azalma gibi gelismeler yasanmıstır. 1980-2000 yılları arasında Türkiye'de uygulanan neo liberal politikaların isçi sınıfını ekonomik, sosyal , hukuksal ve sendikal anlamda ne sekilde etkiledigi çalısmanın konusunu olusturmaktadır.

The narrowest definition of neo liberalism is that a sharp separation between economy and state affairs, importance of private enterprises and a decrease of the impact of state in social and economical fields. Developing countries integrated into new system called as neo liberalism with ?structural adaption programs?. In Turkey, neo liberalism becomes concrete in 1980 with the Decrees of January 24th. In the sense of encouraging private capital, the costs which have been seen as an obstacle against enterprise were reduced by some legal regulations. Related with workers as the main object of this research, within the context of these applications an arrangement is made. 1980s and 1990s expresses the years of difficulties for the workers that unionist rights were restricted and the real wages are declined. The effects of neo liberalism and the Decrees of January 24th are the beginning for the series of reforms that would go on in Özal period. The Decrees of January 24th are one of the most important steps in the way liberalization of Turkey. The necessary legal order has been procured by the 1982 Constitution. With the laws favour to the improvement of capital, an erosion occurred in wages also in favour of capital. 1982 Constitution that has brought great limitations to the movement of workers prevented the movements against the erosion of wages. The decrease in wages was felt in the families of workers in their social lives. In families of workers, there have been some circumstances such as leaving education of children, working in extra jobs and decrease in purchasing power. The effects of neo liberal policies applied between the years of 1980 and 2000 on the working class in the sense of economic, social, legal and union, constitute the subject matter of this study.
