Bu çalışma SSCB'nin dağılması ile birlikte bağımsızlığını kazanan kardeş altıTürk Cumhuriyetinden Azerbaycan'ın 185 yıl süren Rus hakimiyetindeki sistemininçöküşü, Yeni Dünya Düzenine entegrasyon süreci ve bu süreç içindekiAzerbaycan'ın değişen sosyo-ekonomik yapısı, problemleri, çözüm yolları veTürkiye ile ilişkileri anlatılmıştır. Yeni siyasi ve iktisadi yapının tam tesisi içinAzerbaycan'ın makroekonomik istikrarın sürdürülmesi, idari ve kurumsalreformların gerçekleştirilmesi, sosyal yapının çağdaş dünyaya uyum sürecindeişgücü, istihdam, sağlık, sosyal güvenlik ve eğitim konuları hakkında bilgi verilmiş,burada Türkiye'nin üzerine düşen görev ve vazifelerin tespiti ve bunların yerinegetirilebilmesi için izlenmesi gereken yol hakkında detaylar işlenmeye çalışılmıştır.

In such kinds of work the decline of the system in the Russian dominationwhich lasting 185 years of Azerbaijani which is one of the six Türkish friendshiprepuclics winnig their, independence and its integration in the period of New Worlddiscipline, during this period the changing social economic situation of Azerbaijani,its problem the solution ways and relations with Turkey are explained. For theexactly recognization of the New political and financial situations, it was made effortto the continuation of Azerbaijani?s macroeconomics steady, the realization ofManagerial and institutional reforms the giving information about the workforce,healty, social security and education subjects. In this sence, it was tried to perpetratethe details about the ways which should be followed to carry out the tasks anddetermine of these tasks that Turkey takes the responsibility for.
