Özet
Bu arastırma, belediyelerde düzenlenen hizmet içi egitim programlarının personele gereken bilgi ve deneyimi kazandırma noktasında ne derece etkin oldugunu ve egitimden saglanan fayda üzerinde personelin hangi tutum ve özelliklerinin etkili oldugunu ortaya koymayı amaçlamıstır. Arastırmanın birinci bölümünde genel olarak egitim kavramına, personel egitiminde planlama ve uygulama sürecine deginilmistir. kinci bölüm, personel egitiminin ?ölçme ve degerlendirme? konusunu kapsamaktadır. Üçüncü bölümde ise belediyelerde hizmet içi egitim konusuna yer verilmistir. Dördüncü bölüm uygulama kısmıdır. stanbul ili Küçükçekmece Belediyesi tarafından düzenlenen ?Zabıta Temel Egitim Programı? nın etkinligini inceleyen bu çalısmada, hizmet içi egitimin, personelin bilgi düzeyini arttırdıgı ve bu açıdan etkin bir egitim programı oldugu görülmektedir. Bu sonuçtan yola çıkarak, katılımcılara uygulanan anket çalısması ile personelin hizmette bulundugu sürenin uzunlugunun, hizmet içi egitim deneyimlerinin egitimden saglanan faydayı arttırdıgı saptanmıstır. Ayrıca, egitim programlarında teorik içerikli egitimler kadar pratik egitimlere de yer verildigi takdirde ögretilenlerin daha iyi anlasılacagı ve bilginin ise transferinin kolaylasacagı sonucuna varılmıstır. Elde edilen sonuçlar, hem egitimin degerlendirme sürecinin önemine dikkat çekmesi, hem mevcut durumun tespiti, hem de ileride düzenlenecek egitim faaliyetlerine kaynaklık etmesi bakımından önem tasımaktadır.

This study aims to put forward the degree as to how effective the on-the-job training programmes applied within the manucipalities are at the point of having the personnel acquire the necessary knowledge and experience and to define which behaviours and peculiarities of the personnel are effective on the outcome gained out of the training. In the first part of this study, the concept of training, the period of planning and practising have been generally mentioned. The second part contains the subject of measurement and evaluation of the personnel training. In the third part, on-the-job training in the manucipalities are given place. The forth part is about the process of practising. Within this study that is examining ?The Basic Training Programme of the Police? which was performed by Küçükçekmece manucipality of the administrative province of Istanbul, it was revealed that the on-the-job training has an effect of increasing the knowledge level of the personnel and thereby it is an effective training programme. Starting from this result, it has been fixed, as a result of a poll taken on the participants, that the length of the service time of the participant and the experience gained through this time increases the degree of the positive outcome of the training process. Moreover, a conclusion has been reached that in the case of giving a place to a training with active practise as much as giving a place to the training with theorical knowledge within training programmes, a better comprehension of the issues taught and the transfering of the knowledge to the job, would be much easier. The results acquired have importance both for indicating the importance of the period of training evaluation, revealing the relevant present status and for standing as the source point for establishing the forthcoming training activities in the future.
