Özet
Son yıllarda, bir çok çalışma kamu harcamaları ile ekonomik büyüme arasındaki hem teorik hem de ampirik ilişkileri incelemektedir. Bazı çalışmalar ekonomik büyümeyi belirleyen faktörler arasına kamu kesiminin boyutunu da ilave etmektedir. Ekonomik büyüme oranı ile kamu kesiminin boyutu arasında ters U şeklinde bir ilişki söz konusudur. Bu ilişki, Scully Eğrisi ile gösterilmektedir. Scully metodolojisi, ekonomik büyümeyi maksimize eden optimal kamu boyutunun hesaplanmasına olanak tanımaktadır. Literatürde, kamunun optimal boyutunun hesaplanmasında Barro ve Karras tarafından geliştirilen model de kullanılmaktadır. Bu çalışmada, Scully'nin geliştirdiği ampirik model kullanılarak ekonomik büyümeyi maksimize eden kamu kesiminin optimal boyutu hesaplanmıştır. Çalışmada, Türkiye için 1968-2003 dönemine ait yıllık veriler kullanılmıştır. Ampirik çalışma sonucunda kamu kesiminin optimal boyutu % 23.9 olarak hesaplanmıştır. Fakat bu sonuç, mevcut kamu boyutundan (%32) daha düşüktür. Çalışmanın sonucu, kamu kesiminin küçülmesini öneren teorileri desteklemektedir.

Recently many theoretical and empirical studies have been conducted on the relationship between government spendings and economic growth. Some studies refer to ?the size of government? as a new factor, among other factors such as labor, technology, and capital, that could help determine the economic growth of a nation. A relationship exists between the economic growth and the size of government that resembles an inverted U curve. This relationship has been illustrated by Scully Curve. The Scully methodology allows the researcher to estimate the optimal size of government that maximizes the economic growth. In an effort to estimate the optimal size of government, researchers have also been employing a model developed by Barro and Karras. This thesis estimates the size of government that maximizes the economic growth through employing the empirical methodology developed by Scully. The study used annual data on Turkish economics from 1968 to 2003. The study concludes that the optimal government expenditure should be % 23.9 of the GNP. This econometric result, however, is lower than the current government size of Turkey, that is, %32. This result supports the theories that propose to decrease the government size.
