Ill SUMMARY This research project was designed to draw attention to the importance of the program in planning library buildings and to show that in buildings constructed according to a program the library services are more effective. The hypothesis on which this work is based can be stated as follows:“Library services in the central libraries of the universities in Ankara which were not constructed according to a program of library requirements are adversely affected by that omission.”Research was conducted by survey, and data were collected through observation and interviews as well as a review of the literature. The study focussed principally on the library at Middle East Technical University, which was constructed according to a program, and the Bilkent University Library, which is housed in a building originally designed for a different purpose. These libraries were examined with respect to location, architectural features, layout, furnishings, environmental conditions (climatization, lighting, etc.), security and the services provided. This study shows that many deficiencies in service in the university libraries are a result of the lack of anIV appropriate building. Although even in the best planned building subsequent changes of emphasis in the services provided may produce a need for remodeling, it was observed that the Middle East Technical University Library had definite advantages over the Bilkent University Library with regard to ease of providing standard library services.
