Özet
Küresel ekonomik iliskiler ile birlikte artan uluslararası entegrasyon hareketleri, Dogrudan Yabancı Yatırımlar (DYY)'ların önemini daha da artırmıstır. Özellikle az gelismis ve Gelismekte Olan Ülke (GOÜ)`lerin ekonomik kalkınma ve refahlarını artırmak ve finansman sorunlarını gidermek amacıyla basvurdukları DYY'lar, ekonomilere yayılarak birçok makro degiskeni de etkilemektedir. Bu süreç içerisinde, GOÜ'lerin kalkınmaları ve bunu sürdürebilmelerinin önündeki en büyük sorun, sermaye birikimlerinin dolayısıyla tasarruflarının yetersiz olusudur. Bu nedenle, özellikle söz konusu ülkelerin gelismelerini saglamada DYY'lar kilit bir rol oynamaktadır. DYY'lar özellikle finansal kaynak ve teknolojik yetersizlik gibi konularda etkin rol oynamalarının yanında; üretim, gelir ve harcamaları artırma, verimlilik artısları saglama, yeni is alanları yaratma, issizligi azaltma ve önleme ve daha birçok yönden önemli rol oynamaktadırlar. Dolayısıyla, DYY'lar, tüm dünyada büyümenin ve gelismenin motoru olarak kabul edilmektedir. Bu baglamda, DYY'ları çekebilme konusunda tüm dünyada küresel bir rekabet yasanmaktadır. Dünyada DYY'lar konusunda yasanan gelismeler gözönünde tutuldugunda, Türkiye oldukça büyük bir potansiyele ve bu konuda oldukça liberal düzenlemelere sahiptir. Buna ragmen, DYY girisleri açısından, ülkede uzun yıllardır politik ve ekonomik istikrarsızlık basta olmak üzere çok çesitli nedenlerle gerekli performans ne yazık ki saglanamamıstır. Dolayısıyla, DYY'lar, Türkiye açısından yalnızca kalkınmanın motoru olmayıp aynı zamanda ülke ekonomisinin küresel entegrasyonu bakımından da çok önemli bir role sahiptir. Bu dogrultuda, tezde, DYY'ların Türkiye'deki gelisimi ve bu konudaki öneriler de ele alınmıstır. Bu çalısmanın temel amacı, DYY'ların ekonomik performans üzerinde canlandırıcı, refah düzeyini artırıcı ve finansman sorunlarını giderici yönde etkilerinin degerlendirilmesidir. Küresellesme çerçevesinde tezde, Türkiye'nin nasıl bir küresel strateji içerisinde olması gerektigi de sonuç ve önerilerle ortaya konulmaya çalısılmıstır.

With the international integration movements which was increased with the global economic relations, has added more importance to the FDIs. The FDIs which were appealed mainly by the less developed and the developing countries in order to increase their economic development and the welfare and to overcome their financial problems, spreads in to the economies and effects a lot of macro variables. Within this process, the main problem of development and continuation of development of the developing countries are the lack of capital accumulation and consequently the lack of savings. Because of this, The FDIs are playing a key role for the development of the countries in question. Besides the key role of the FDIs playing especially on the financial source and the technological insufficiency, plays a very important role to increase the production, to increase the revenue and the expenses, to increase the efficiency, to create new business areas, to decrease and to stop the unemployment and many more aspects. Consequently, FDIs are accepted as the motor of the enlargement and development in the whole of the world. From this point of view, there exists a global competition in order to attract FDIs in the whole world. As the developments in FDIs in the world are considered, Turkey has quite great potential and quite liberal regulations. In spite of this, from the point of view of the FDIs, because of the many reasons leaded by political and economic instabilities, the necessary performance was unfortunately not obtained. Consequently, from the point of view of Turkey, FDIs are not only the motor of development, but also have a very important role on the global integration of the national economy. In this respect, in the thesis, the development of FDIs? in Turkey and the proposals on this subject were dealt with. The main objective of this study is the evaluation of the effects of FDIs? on the refreshment of economic performance, the increase on the level of welfare and overcoming the financial problems. In the context of globalization, it is also tried to expose the sort of global strategy with the results and proposals that Turkey should have.
