Özet

Bu arastırmanın amacı, Türkiye Büyük Millet Meclisi Genel Sekreterlik Teskilatında bilgi yönetimi saglayıcılarının bilgi yaratma sürecine, bilgi yaratma sürecinin örgütsel yaratıcılıga, örgütsel yaratıcılıgın ise verimlilige olumlu katkı yaptıgını göstermektir. Bu olumlu katkı nedeniyle de kurumda bir bilgi yönetimi sisteminin kurulmasını önermektir. Literatürden yararlanılarak olusturulan modelin girdilerini kurumda memur ve yönetici ünvanlarıyla çalısanlara uygulanan anketten elde edilen veriler olusturmustur. Arastırma ile ilgili elde edilen bulgular irdelenmis ve aralarındaki iliskiler ortaya konmustur. Arastırmayla elde edilen sonuca göre kurumda, bilgi yönetimi saglayıcılarının bilgi yaratma sürecine, bilgi yaratma sürecinin örgütsel yaratıcılıga, örgütsel yaratıcılıgın ise verimlilige olumlu katkı yaptıgı büyük ölçüde ortaya çıkmıstır. Elde edilen olumlu sonuçlardan hareketle, TBMM Genel Sekreterliginde bir bilgi yönetimi sistemi kurulması önerilmis ve kurulacak bilgi sistemi için takip edilmesi gereken bir yol haritası verilmistir. Bu sistem sayesinde yasama ve denetim faaliyeti yapan TBMM'nin demokrasimiz adına daha katılımcı, milletvekillerimiz adına daha verimli, Genel Sekreterlik dari Teskilatı adına daha kaliteli, hızlı ve zamanında hizmet vermesi beklenmektedir.

The purpose of this research is to illustrate the positive contribution of the knowledge management enablers in the Turkish Grand National Assembly General Secretariat Organization to the knowledge creation process, and of the knowledge creation process to organizational creativity and of the organizational creativity to productivity. Owing to this positive contribution, the purpose of this research is to propose the establishment of a knowledge management system in the institution. The data obtained from the questionnaire conducted with employees of the institution working with civil servant and manager titles, constitute the inputs of the model developed by the help of current literature. The findings attained with regard to the research have been examined and the relations between them have been set forth. As to the results of the research, the positive contribution of the knowledge management enablers to the knowledge creation process, of the knowledge creation process to the organizational creativity and of the organizational creativity to the in the institution has emerged materially. Based on the positive results reached at the end of the research, the establishment of a knowledge management system in the TGNA General Secretariat has been proposed and a road map to follow for the establishment of the knowledge system has been provided. Through this system, TGNA which is fulfilling certain legislative and supervisory duties, is expected to provide a more participatory service for our democracy, a more efficient service for our deputies and a more well-qualified, faster and timely service for the General Secretariat Organization
