79 ÖZET Bu çalışmada“kültür”e nasıl bakılabileceği konu sunda epistemolojik bir sorun olarak dikkati çeken I.Kuçura- di'nin kültür sözcüğünün anlamına ilişkin yaptığı ikili ay rımdan (“tekil ve çoğul anlamda kültür”) hareketi ef son otuz- otuzbeş yılın Türkiye* s indeki kimi kültür anlayışları ele alınmıştır. Çalışmanın bölümlemeleri yazarların“kültür”ün, ya da onu belirleyen ana öğenin ne olduğu sorusuna verdikleri ya nıta ve çalışmaların türüne (kuramsal ve pratik amaçlı) gö re yapılmış; incelenen yazarların söz konusu sorulara ver diği yanıtlar irdelenmiş ve taşıyıcısı kişi olan kültür ile taşıyıcısı grup olan kültür ayrımı yapılmadığında ortaya çı kan düşünsel karışıklık serimlenmiştir. Bu serimi emede, genelde,“tekil anlamda kültür”le ilgi kurulmadan,“çoğul anlamda kültür”ün ne olması gerek tiğinin sorun edinildiği görülmektedir. Son olarak bu çalışmada ele alman görüşlerin,“çağdaşlaşma”amacı bakımından bir kültür (tekil anlamda kültür) politikasının oluşturulmasında, ne ölçüde ışık tu tabileceğine değinilmiştir.

80 SUMMARY Taking as a point of departure Î.Kuçuradi's distinction between“culture in the singular sense”and“culture in the plural sense”within the framework of the epistemological problem created by the manner in which culture is to be viewed, this study takes into consideration certain views of culture expressed during the past thirty to thirty-five years, in Turkey. The sections of the study reflect the type of answer given by the authors to the questions concerning the nature of culture, or, the factor that determines it in the first place, and the purpose (theoretical, or practical) of their works. The review of the answers given by the authors studied to the problems mentioned above, is followed by an exposition of the confusion that may be created when distinction is not made between culture whose support is the individual, and that whose support is the group. We observe that these authors, study, in general, the problem of what culture (in the plural sense) should be, without relating this problem to culture in the singular sense. As a last point, we try to assess the contribution that the points of view under consideration in the study may bring to the drawing up of a cultural policy (culture in the singular sense) from the view point of“modernization”
