Özet
Bu tez çalışmasında, özellikle son on yıllık dönemde dünyada hızlayaygınlaşan internet teknolojisinin getirdiği olgular arasında önemli bir yeresahip olan e-devlet konusu irdelenmektedir. Türkiye özelinde ele alınan e-devlet konusu, e-devlet çalışmalarının Türkiye'de kat ettiği yol ve geldiği noktaitibariyle ele alınırken, gerçekleştirilen çalışmalara ait toplumsal boyut daincelenmekte ve durum saptaması yapılmaktadır.Çalışmanın birinci bölümünde bilgi toplumu olgusu ile beraber değişimeuğrayan ve gelişme gösteren devlet erkinin yönetim anlayışları ve buanlayışlara yönelik eleştirilere değinilmektedir.kinci bölümde, bilgi toplumu ile gündeme gelen e-devlet olgusuincelenmekte, bu doğrultuda e-devletin ne olduğu, amaçları, kamusal boyutuve klasik devlet anlayışından farklılıkları irdelenmektedir.Tez çalışmasının üçüncü bölümü ise, Türkiye'deki e-devlet çalışmalarınıngeçmişi ve mevcut durumu ile bu çalışmaları yönlendiren E-Avrupa+ EylemPlanının ele alınmasından meydana gelmektedir. Uygulamalara kapsamlışekilde yer verilen bu bölümde, hem E-Avrupa+ ile AB'nin uygulanmasınıöngördüğü kriterlere hem de bu kriterler doğrultusunda Türkiye'deki hayatageçirilen ya da projelendirilen e-devlet uygulamalarına yer verilmektedir.Çalışmanın son bölümü olan dördüncü bölümde ise, e-devletçalışmalarının da altyapısını oluşturan bilgi toplumu olgusu ve olguya dayalıTürkiye bilgi toplumu politikası, Türk Halkı bağlamında ele alınmaktadır. Örneke-devlet uygulaması olarak e-imza teknolojisinin incelendiği bölüm, e-devletçalışmalarının mevcut ve olası sorunlarının tartışılması ve bu sorunlarıntoplumsal açıdan değerlendirilmesi ile son bulmaktadır.Tez çalışması, çalışmanın başında belirtilen amaç doğrultusundagerçekleştirilmiş, e-devlet uygulamalarına ilişkin durum saptamaları hemtoplumsal hem de idari açıdan gerçekleştirilmiştir. Çalışma, bu doğrultuda,e-devlet uygulamalarının durumunu saptama açısından önemli bilgilersunmakta ve bu bilgiler ışığında öneriler geliştirmektedir.Bu tez çalışması, e-devlet uygulamalarına ait durum saptaması yapması vebu uygulamaları toplumsal açıdan değerlendiren ilk tez çalışması olmasıyönüyle de önem arz etmektedir.

In this study of thesis, the e-government subject which has an importantplace among the notions that internet technology has brought is explicited.While the e-government subject is handled by taking Turkey intoconsideration; the progress e- government studies have made and the point itreached are analysed, the social dimentions belonging to the actualizedstudies were examined and a situation determination is made.In the first part of the study, the sense of administration of the improvinggovernment authority that changed and developed with the information societynotion is analyzed; and the critics related with these senses are mentioned.In the second part, the e-government notion popularized with theinformation society fact is analysed; the attributions, aims, social dimentions ofthe e-government and the differences of the e-government from the classicalgovernment are examined.The third part of the thesis study constitutes the history of thee-government studies, its present situation and the examination of thee-Europe+ Action which guides these studies. This section includes theapplications in a wide range and analyses both the criteria that the EUpredicted to be applied and the e-govenment applications that have beenactualized or projected through these criteria.In the fourth part, which is the last section of the study; the informationsociety notion which constitutes the basis of the e-government studies and thenotion deriven information society policies of Turkey is analysed consideringthe Turkish community. The section examines the e-signature technology as asample e-government application and end with a discussion of the present andpotential problems and the evaluation of these difficulties under its socialaspect.The thesis study is made in the direction of the aim explained in theprevious paragraphs and the situation determinations are made according toboth social and administrative aspects. At this point, the study presentsimportant data related with the determination of the progress ofe-government applications and developes suggestions with the help of thisinformation.This thesis study has a vital importance also with its situationdetermining structure related with the e-government applications and being thefirst thesis study which evaluates these applications from the social aspect.
