Özet
Hizmet ve uygulama açısından polis dünyada birçok üniversitede araştırma konusu olmakta ve bualanda yapılan çalışmalar çeşitli platformlarda değerlendirilerek huzur ve güvenliğin sağlanması anlamında?polislik? ile ilgili problemlere temel oluşturmaktadır. Bu tez çalışması da yönetişim perspektifinde ToplumDestekli Polislik açısından polis hizmetlerini sorgulama amacıyla yapıldı.Özellikle Amerika ve Avrupa ülkelerinde ?polis? ve ?polislik? konularında birçok bilimsel araştırmayapılmakta ve bu alanda üniversitelerde kürsüler oluşturulmaktadır. Ancak bu alanda Türkiye'de yapılançalışmalar çok az sayıdadır. Buna rağmen son yıllarda yapılan çalışmalar, en önemlisi de Polis Akademisi'ninGüvenlik Bilimleri Fakültesine dönüştürülmesi bu alanda atılan kayda değer adımlardandır.Suç sosyal bir olgudur, ve suçların temel sebepleri ekonomik, sosyal, siyasi ve kültürel problemlerdenkaynaklanmaktadır. Dolayısıyla sadece polisiye yöntemler kullanmak, suçların kontrol ve önlenmesinde başarısağlayabilmek için yeterli değildir.Suçların kontrol ve önlenmesinde halk ve desteğinin önemi azımsanamayacakölçüdedir. Bunun için polis ve halkın karşılıklı anlayış ve uyum içinde olmaları gerekmektedir. Aksi halde polisile halkın arasında uçurum olması ve her iki tarafın birbirlerine önyargı ile bakmaları, kamu düzeni ve asayişinsağlanmasını güçleştirir.Suçla mücadelede dünyanın hiçbir ülkesinde polis teşkilatları tek başlarına tam olarak başarılıolamamışlardır ve olamayacaklardır da. Bu durum polis teşkilatının bir eksikliği değildir. Suç, toplumsal birolaydır. Çözümü de yine toplumun içindedir ve toplumla beraberce bulunmalıdır. Suça karşı en başarılımücadele, ancak, halkın aktif desteği ve kurumlar arası işbirliği ile yapılabilir.Bu tez çalışmasında ilke olarak Yönetişim kavramının ortaya çıkışı, temel yaklaşımlar, kamu yönetimineuygulanırlığı, Türkiye' ye yansımaları-gelişimi ve uygulanışı ile yönetişim kavramına yöneltilen eleştirilerüzerinde durulmuştur. Ayrıca yönetişim aktörleri, e-devlet uygulamasında yönetişim, yönetişimin iki temelkavramı katılım ve ortaklık ile yetki ve sorumluluk paylaşımı konuları incelenmiştir. Findings in this area are assessed in various fûelds. This research is often concemed about“the difficultiesof being a police officer”so as to provide peace and safety. This dissertation has been prepared to investigatepolice services in terms of Society Supported Policemanship with a perspective ofgovemance. Much scientifıcresearch is carried out on“police officers”and“policemanship”; besides a number ofuniversity chairs are beingestablished in this field, especially in American and European countries. However, the analysis in Turkey on thisarea is insufficient. On the other hand, recent work done in Turkey, especially the transformation ofPoliceAcademy into Faculty ofSecurity Sciences, is one of the most significant steps taken to deal with the lack ofresearch. Crime is a social phenomenon and the basic reasons for crimes arise from economic, social, politicaland cultural issues. Thus, just the use ofpolice methods is inadequate to maintain success in the preventionofcrime control. The importance ofsociety and its support is immeasurable in the inhibition and control ofcrimes. Therefore, mutual understanding and harmony between police officers and public is a necessity-Othenvise, the existence of prejudice and conflict between the two parties make the maintenance ofpublic orderand security difficult.No police organization âin any country- has ever been totally successfül in the fight against crime inthe world and they will never be. This above sentence does not suggest that police are always ineffectual. Crimeis a social occurrence and its solution is also in the society itself, particularly within the community- The mostsuccessfiıl fight against crime can only be possible ifsociety gives active support along with the collaborationofthe institutions.In this dissertation, the emergence of the“Govemance concept”as a core basic approach is discussed. Thisarticle will deal with: its application in public administration, its reflection on Turkey, its development andapplication, and some ofthe criticisms this concept has evoked. Govemance actors, govemance in e-govemmentpractice, and two basic concepts in governance: participation and collaboration together with the authority andresponsibility sharing have been analysed. In addition to these, such issues as Turkish Police Organization in theEuropean Union adaptation process, influence ofthe police officers on the social life, Society SupportedPolicemanship and Society Supported Policemanship with the perspective of govemance have been evaluated.Transparency in Turkish Police Organization -understanding of transparency, liability, ensuring the community'sparticipation and efficiency and responsibility sharing with the community have been emphasized.Counselor: Assoc.
