Özet
Yerel yönetimler içinde önemli bir yere sahip olan belediyelerin performansını VeriZarflama Analizi (VZA) ile karşılaştırmalı olarak ölçmeyi ve belediyelerin ne dereceetkin olduklarını göstermeyi konu edinen bu tez çalışmasının amacı, değerlendirmeyetabi tutulan belediyelerin performanslarını belirlemek, elde edilecek analiz sonuçlarınıkarşılaştırmalı olarak yorumlamak ve etkin olan / olmayan belediyeleri belirlemektir.Bu kapsamda performans kavramı, boyutları ile birlikte ayrıntılı bir biçimdeaçıklanmaya çalışılmış, işletme performansının ne olduğuna değinilerek önemligörevleri yerine getirmekle yükümlü olan belediyelerin performanslarınındeğerlendirilmesine ve VZA ile ölçülmesine yer verilmiştir. Çalışmanın örneklemi,Kapadokya Bölgesi'nde yer alan 45 belediyeden oluşmuştur. Bu belediyelerinyapmaları gereken hizmet veya işleri (çıktı) ne ölçüde etkin bir şekilde yerinegetirdikleri, kaynaklarının (girdi) ne olduğu ve bu kaynakları ne derece optimumkullandıkları bir etkinlik ölçüm aracı olan VZA ile belirlenmeye çalışılmıştır. Bununiçin dört ayrı model kurulmuş ve Efficiency Measurement System (EMS) 1.3.0 paketprogramı kullanılarak bu modellerin VZA etkinlik ölçümleri elde edilmiş, analizsonuçları yorumlanmaya çalışılmıştır. Toplam 42 belediyenin değerlendirildiği ?ÇöpHizmetleri Modelinde? dokuz, 32 belediyenin değerlendirildiği ? mar HizmetleriModelinde? iki, 24 belediyenin değerlendirildiği ?Mali Hizmetler Modelinde? dört ve29 belediyenin değerlendirildiği ?Su ve Kanalizasyon Hizmetleri Modelinde? yirmibelediyenin etkin olduğu bulunmuştur. Elde edilen VZA sonuçlarına bakılarak herbirmodel yorumlanmış, etkin olmayan belediyeler için etkin olmalarına ışık tutacakiyileştirmeler gösterilmiştir. Bu dört modelin hepsinde de etkin olan bir belediyebulunamamıştır. Ancak, üç modelde etkin bulunan Avanos ve Nevşehir Belediyelerisergiledikleri yüksek performans ile başı çeken belediyeler olmuşlardır. Bu ikibelediyeyi, iki modelde etkin oldukları görülen Derinkuyu ve Göreme Belediyeleriizlemiştir.

This study, subjected to evaluate comparatively the performance of the municipalitieswhich have important roles within local governments and to show their efficiency levelsusing Data Envelopment Analysis (DEA), aims to determine the performance(efficiency) of the municipalities under evaluation, to interpret the results of analysiscomparatively, and to identify efficient / inefficient municipalities. In this extent, it hasbeen tried to explain the concept of performance with its dimensions in a detailed way,touching also on organizational performance, and it has been given place toperformance evaluation of the municipalities that are obliged to do important functionsand their performance measurement using DEA. The sample of the study was composedof 45 municipalities placed in Cappadocia Region. Using DEA, which is an efficiencymeasurement tool, it was tried to be determined how efficiently these municipalitiesperformed their services and duties (output) that they had to, and what their resources(input) were and how adequately they used these resources. For this, four differentmodels were established and DEA efficiency measures of these models were foundusing Efficiency Measurement System (EMS) 1.3.0 software, and results of analysiswere tried to interpret. ?Cleaning (Rubbish) Services Model? in which 42 municipalitieshave been evaluated, nine of them; ?Construction Services Model? in which 32municipalities have been evaluated, two of them; ?Financial Model? in which 24municipalities have been evaluated, four of them and ?Water and Sewerage ServicesModel? in which 29 municipalities have been evaluated, twenty of them have beenfound efficient. Each model has been interpreted using DEA scores; highlightimprovements have been shown for inefficient municipalities to become efficient. Therehas not been found any municipality, efficient in all of these four models. However,Avanos and Nevşehir municipalities that were found efficient in three models have beenthe leading municipalities by the performances they exhibited. These two municipalitieswere followed by Derinkuyu and Göreme municipalities that were efficient in two ofthese four models.
