Özet
Bu çalışma Türkiye'de tek parti döneminde gerçekleşen Milli Eğitim şuralarınınoluşma süreçleri, sonuçları ve eğitim politikalarının yapılandırılması ile olanilişkisini incelemektedir. Çalışmanın ağırlığı Türkiye Cumhuriyeti'nin kuruluşusonrası eğitimin sosyal ve politik incelenmesine verilmiştir.Tek parti döneminin, çalışma esnasında inceleme alanı olarak seçilmesinin ananedeni, ulus-devletin oluşum sürecindeki dinamiklerin eğitim sisteminin oluşumunaolan etkisini irdelemektir. Ulus-devletin oluşma sürecinde, eğitim dönüştürücü birrole sahiptir. Milli Eğitim Bakanlığı bünyesinde gerçekleştirilen ve çalışmada konuedilen üç Milli Eğitim Şurası, bu bağlamda dönemin eğitim politikalarınınyapılandırılması, ve uygulanması sürecini aydınlatıcı nitelikteki toplantılardır.Yapılan analizlerin sonucunda, tek parti dönemi süresince gerçekleştirilen üçMilli Eğitim Şurası'nın irdelenmesi üç temel kriterden oluşmaktadır ve Şuralar bukriterleri kapsar nitelikledir. Sözü geçen kriterler ;- modernleşme süreci ve bu sürecin ulus-devlet oluşumu ile olan etkileşimi,- Cumhuriyet Türkiye' sinin yaratmaya çalıştığı yurttaş modeli,- Politik güçlerin Türkiye eğitim sisteminin oluşumunda üstlendiği roller.

The present study analyzes the National Education Councils (Milli Eğitim Şuraları)and the decisions of the meetings during the single-party era in relation to thedevelopment of education policies in Turkey.The particular focus of analysis is the development of the Turkish education systemafter the establishment of the Republic of Turkey. Single-party era years werechosen in order to analyze the construction and development of the Turkisheducation system within the years of nation-building process. In embarking onbuilding a new nation-state, education was conceived as the most importantfoundation. As it developed under the Republic, the National Educational Council,as one of the policy-making bodies of the National Ministry of Education, wasestablished aimed to develop and construct the Turkish education system. Thereforethe three National Education Councils and the reports are important in terms ofunderstanding the forces and factors behind the formulation and implementation ofall educational policies during the single-party era. In the light of the analysis, thegeneral evaluation of the Councils can be made according to the modernizationprocess and its sanctions in the nation-building process; the citizen model that theRepublic wanted to create via education, and the political forces behind theformulation of education system and their meaning in the social context. All threeNational Education Councils and their decisions were concentrated around thesedeterminatives.
