Özet
Sosyal amaçlı işletmeler hariç işletmelerin temel ekonomik amaçlarıfaaliyetlerinden kar elde etmek, büyümek ve sürekliliğini sağlamaktır. İşletmeler,artan rekabet ve değişen çevre koşullarına uyum sağlayabilmek için, işletmelerindoğru stratejiler belirleyip, doğru verilerle doğru sonuçları almak ve amaçlarınayönelik olarak belirlediği hedefleri, uygulamanın hangi aşamasında olduğunubelirlemek için performans ölçme sistemlerine ihtiyaçları vardır. Günümüz bilgisistemlerinde, teknolojide, üretim yönetiminde ve yönetim sistemlerinde meydanagelen değişikliklerle birlikte işletmelerin, performans ölçüm sistemlerini de gözdengeçirmeleri gerekliliği ortaya çıkmıştır. Günümüze kadar geçen süreç içerisindeağırlıklı olarak kullanılan finansal performans ölçüm sistemleri, tek başlarınaişletmelerin faaliyetlerinin performansını belirlemede yetersiz kalmıştır. İşletmelerperformans ölçümünde finansal ölçütlerle birlikte, finansal olmayan ölçütleri dedikkate almalıdırlar ve performans ölçüm sistemlerinin tasarımında, finansal ölçütlerile finansal olmayan ölçütler arasında bir denge kurmalıdırlar. Tezde işletmelerdeperformans ölçülmesi ve gerekliliğine değinilmiş, uygulamada kullanılan performansölçüm sistemlerinden bahsedilerek ayrıntılı bir şekilde anlatılmış, daha sonra finansalve finansal olmayan performans ölçüm sistemlerinin birlikte kullanılabilirliği veölçümün işletmeye olan etkileri incelenmiş ve Türkiye'de çimento sektöründe 1999-2003 yıllarını kapsayan dönemde performans ölçümüne ilişkin bir uygulamagerçekleştirilmiştir.

The fundamental economic goals of the business enterprises, except withsocial objective ones, are making profit from their activities, developing andproviding continuity. Business enterprises need some performance measurementsystems for adapting themselves to increasing competition and changingenvironmental conditions, taking right results with the right data by making accuratestrategies and deciding the stage of the targets which is constructed according to theirgoals in the application. Because of the changings in the fields of informationsystems, technology, production management and management systems, necessitiesfor checking over the performance criteria for the business enterprises occurednowadays. Financial performance measurement systems which were used mostlybefore become insufficient for specifying the performance criteria for today.Business enterprises must consider the non-financial criteria with the financialcriteria for the performance measurement and in the design of performancemeasurement system, balance of both must be provided by the business enterprises.In the thesis, measurement of performance and necessity for that; details of theperformance measument systems that is used in real life; usage of both financial andnon-financial performance measurement systems; effects of that new measurement tothe enterprises are explained and an application of performance measurement for thecement sector in between the years of 1999-2003.
