ABSTRACT Reform is as old as the history of socialist economies, and the typical pattern is one of reform followed by reversals and recentral ization, with pressure for reform mounting again as the system's shortcomings re-emerge. It is really important to understand why economic reforms fail in socialist systems despite the obvious interest of ruling groups in improving the performance of their ailing economies. Party members and economic bureaucrats particularly benefit from the persistent interference in the economic sphere and consequently are most interested in maintaining the status quo. The object of this paper is to evaluate past experiences and to survey the impact of these obstructive motivations of the ruling stratum on the content of economic reforms, to outline the strategies of counter reformers and to assess the prospects for reforms in socialist economies.
