Özet
Bu tezde, bir taraftan kamu sektörünün kapsamını daraltırken, bir taraftan da özel sektörünkini genişleten bir anlayışa sahip olan neo-liberal politikaların, özellikle son 20 yılda, toplumun eğitim alma hakkım ve bu eğitimin niteliğini nasıl etkilediği ortaya konmaya çalışılmıştır. Tezin bu amacına yönelik olarak, ulusal ve uluslararası yayınlar (tez, kitap, makale, rapor vs.) taranmış ve incelenmiştir. Tez bu çerçevede tanımlayıcı ve betimleyici bir yaklaşımla sunulmuştur. Tez hazırlanırken, temel inceleme alam ortaöğretimle sınırlı tutulmuştur. Bu sınırlamaya gidilmesinin en önemli nedeni, sekiz yıllık ilköğretimin zorunlu olduğu düşünülürse, neo-liberal politikaların eğitimi en kökten etkilediği dönemin ortaöğretim dönemi olmasıdır. Öğrenime devam eden öğrencilerin gelecek nesiller olarak toplumsal konumlarım belirleme çabasına girdikleri; geleceklerine ilişkin seçimler yapmaya yöneldikleri ortaöğretim dönemi, aynı zamanda toplumsal yaşamı düzenleyen neo- liberal politikalarla karşı karşıya kaldıkları ve maddi-manevi etkilerini en fazla hissettikleri dönemdir. Bu doğrultuda yapılan araştırmalarda, neo-liberal politikaların, Türkiye'deki özel eğitim kurumlarının sayıca artmasını desteklediği gözlenmiştir. Bu süreçte, devlet okullarının eğitim kalitesindeki düşüş, bir kamu hizmeti olması gereken eğitimi, özellikle ortaöğretim kurumlarında bu özelliğinden oldukça uzaklaştırmıştır. Bu tez, bu değişim süreci sonucunda ortaya çıkan, eğitimin bir kamu hizmetinden çok, özel sermayenin yeni bir“sektör”ü olma yolunda izlediği değişimi ortaya koymaya çalışmaktadır. The aim of this study is detennining the affects of neo-liberal policies, of which are reducing the scope of govermental instutitions on the one hand and enlarging the scope of private instutitions on the other hand, on the right of education of the publics, and its quality. The domestic and foreign studides have been scanned and reseached according to this purpose. And this thesis has been presented with a definitive and descriptive perspective. The main reserch field has been restricted with only middle school eduction. While keeping in mind that the 8 years of education period is a must, this restriction has been applied in this study since the middle school period is the most effected period of education from neo-liberal policies. This period is the period, at which the students are shaping their future roles at their society, have tendency to make selections about their future on the on hand, and they are facing with neo-liberal policies and feeling its effects physically and psychologially on the other hand. Within this frame, it is observed that the neo-liberal policies have been supporting the increase of the number of private education instutitions in Turkey. The decrease on the quality of education of public education instutitions has removed the middle eduction from its main characteristic of which is free and high in quality education for public. This study is has the purpose of determining the metamorphosis of education from its original purpose of being a is free and high in quality public service to the purpose of new and profitable field of private sector.
