Özet
SUMMARY In our this study, we tried to do a research into“The idea of Sovereignty At The Surronding of Plain Land Culture (İskit, Hun, Gök Turks)”The area which is called as Plain Land, covers a very wide field. This stretches from Chinese Set to Tuna river. In another word, the Geography of Plain land stretches from Mançuria to Hungary. The effects of the geography areseen on the understandings of the sovereignity of stepe governments. The geography had been effective on the soveignity understandings as well as it had been effective on religious believes, tradition-customs and ways of thinking. There is a“carismatic”sturucture of the sovereignty understanding of Hun and Gök Turks among the governments we study on. The adrninistration authority had been given to Turkish Khan by God, according to the carismatic sovereignty understanding Altmugh we come across such on understanding at Huns and Gök Turks, we can't come across with this at İskits. The communities which are based on the carismatic sovereignty understanding, have got a religious character, where as the socialorder at Turks isn't religious, it is political. This shows that, stepe turk sovereignty understanding isn't traditionalist, it was representing carismatic by the way of origin, and“lowful rulership”by the way of the dependence on the custom. The common fenture which is seen on the sovereignty understandings of İskit, Hun and Gök Turks, is the speed of horse andXI using the the striking power of iron as an effective power for dominating the communuties. These two powers had been effective on the establishing of the stepe goverments. We have evaluated the sovereignty understandings at İskit, Hun and Gök Turks by this point of view.
