Özet
ÖZET Bu çalışmada, adli amaçlı görüntülerden kimlik tespit ve teşhisi yapmak için güvenlik birimlerimiz tarafından kullanılan mevcut yöntemlerin eksikliklerini giderebilecek ve şüphelileri belirleme yetkinliğini büyük ölçüde artıracak potansiyele sahip yüz tanıma sistemleri incelenmiştir. Çalışma kapsamında, yeni bir teknoloji olan yüz tanıma sistemleri tanıtılmış ve kullanılabilirliği tüm boyutlarıyla analiz edilmiştir. Halen kullanılmakta olan sistemlerin etkinliği ve emniyet birimlerimiz bünyesinde kullanılmasının getireceği fayda ve mahzurlar incelenmiştir. Ayrıca Türkiye'de bu teknoloji ve sistemler konusunda yapılan araştırmalar ve kullanımına yönelik mevcut durum ortaya konulmuştur. Yüz tanıma sistemlerinin günümüzdeki durumu incelenirken ilgili kurumlarda görev yapan konuya hakim uzmanlarla görüşmeler yapılmış ve alınan görüşler çalışmaya dahil edilmiştir. Dünya genelinde yapılan sistem testlerinden elde edilen sonuçlar detaylı olarak incelenerek sonuçları sunulmuştur. Halen kullanılmakta olan mevcut yüz tanıma sistemlerinden seçilen bir örnek üzerinde veri tabanı oluşturularak, sistemlerden elde edilen başarıyı olumsuz yönde etkilediği belirtilen faktörler test edilmiştir. Yapılan testler sonucunda yüz tanıma sistemleri ile suçlu fotoğraflarının ve görüntü verilerinin dijital ortama kaydı, arşivlenmesi, güvenli ağlarla belirli bir merkezden otomatik olarak sorgulanmasının kimlik tespit işlemlerinin doğruluğunu ve hızını artıracağı görülmüştür. Çalışma, araştırma bulgularının ışığı altında, mevcut sorunlara dair bir değerlendirme yapılarak, yüz tanıma sistemlerinin etkin olarak kullanımına yönelik önerilerle sonuçlandırılmıştır.

ABSTRACT In this thesis, face recognition systems were analysed for their suitability towards verification of identity from forensic images. Face recognition systems are seen to have a great potential to improve the capability to identify suspected criminals while eliminating many of the current shortcomings of existing methods used by security forces for identifying and verifying identity from forensic images. In the scope of the study, face recognition systems were introduced as a new technology and the feasibility of such systems were analyzed in all aspects. The effectiveness of current systems was also examined in detail for their benefits and drawbacks within the current law enforcement structure. Furthermore, research activities on this technology and current state of the systems in Turkey were also introduced. During the course of the study, various experts from government instutitions were interviewed and their responses are provided in the thesis. The results of the system tests conducted world-wide were also analysed and presented. Furthermore, a database has been created on a current case and the factors affected the system's performance negatively were tested. The results have shown that face recognition systems which involves recording criminal photographs and video images digitally, storing them at central databases, accessing them within secure networks and searching through them automatically, have a great potential to increase the accuracy of identification and to speed up the process. The study, in the light of the research findings, is concluded with an evaluation of current issues and a series of recommendations for the effective use of facial recognition systems in future. Ill
