Özet
ÖZET Siyasal istikrarsızlık, ortalama hükümet etme sûresinin kısalığı, siyasal parti sisteminde görülen sürekli değişim ve parçalanmışlık, seçmen bazında görülen ciddi seçimsel oynaklıklar, toplumsal kesitlerin parlamentoda temsilinde karşılaşılan temsil krizleri, Türk siyasal yaşamına uzunca bir süredir egemen olan sorun alanlarıdır. Türk kamuoyunda ise, söz konusu sorunların seçim sistemlerinden kaynaklandığına dair yaygın kanaat vardır. Zira sorun alanlarının çözümüne yönelik her tartışmada, seçim sistemi değişiklik teklifleri ön plana çıkmaktadır.“Türkiye'de Seçim Sistemlerinin Siyasal Kurumlar Üzerindeki Etkileri”başlığıyla yapılan bu çalışmada, söz konusu sorun alanlarıyla, Türkiye'de uygulanmakta olan seçim sistemlerinin ilişkisi ve etkileri araştırılmış ve Türkiye'de uygulanan seçim sistemlerinin Türk siyasal kurumlarının işleyişinde sınırlı ve ikincil (tali) bir etkiye sahip olduğu sonucuna varılmıştır. Diğer bir deyişle, Türkiye'de siyasal istikrarsızlık başlığı ile gündeme gelen sorunların çözümünde, seçim sistemlerinin, ancak diğer etkenlerle birlikte-ulusal gerçekler, demokratik kültürün içselleştirilmesi, ideolojik duruşlar, etnik ve dinsel unsurların durumu vs.- çözüme katkı sağlayabileceği ortaya çıkmıştır. Kısacası seçim sistemlerinin, Türkiye'de siyasal istikrarın sağlanmasında önemli araçlardan biri olduğu, fakat birincil öneme sahip olmadığı görülmüştür. Öte yandan seçim sisteminin bir bütün olarak siyasal sistemi ve siyasal partiler sistemini etkilemesinin yanısıra, seçim sistem tercihlerinin de söz konusu sistemlerden en az aynı ölçüde etkilendiği sonucuna varılmıştır. Zira seçim sistemi- siyasal partiler sistemi-siyasal sistem etkileşiminde doğrudan etkiye sahip olan siyasal sistemin bizatihi kendisidir. Seçim sistemleri ise, ancak parti sistemleri oluşma sürecindeyken ya da kemikleşirken parti sistemlerini etkileyebilmekte, dolayısıyla siyasal sistem üzerinde de sonuç doğurabilmektedir.

ABSTRACT The political instability, the shortness of average government period, permanent change and disunity in the political party system, severe electoral fluctuations on the basis of the electorate and representational crisis occuring in the representation of social sections are troublesome points that have been dominant in the Turkish political arena for an extended period of time. The turkish public holds a widespread belief that the probles in question stem from the election system. Because in any argument directed towards the resolution of problematic areas, proposals for a change in the election system persistently stand out. In the present paper titled“The Effects of Election Systems in Turkey on the Political Institutions”, a research has been conducted into the relationships between the concerned problematic areas and the election systems employed in Turkey have had a limited and secondary impact on the operation of Turkish Political Bodies. In other words, it has turned outthat, in the handling of the pnblems associated with other factors-national facts, the internalisation of demokratic culture, ideological stances, the sitution of the significant instruments, though not of the primary importanca, in the maintenance of political stability in Turkey. However, it has been concuded that just as the election system affects the political system and the system of political parties as a whole, so are preferences as to election systems influenced at least equally by the concened systems, because it is the political systems itself that is primarily determinant in the interactions between the elections system, the system of political parties only in the process of their formation and ossşfşcation, thus bringing about effects on the political system.
