Özet
ÖZET Gelişmiş ülke ekonomilerinde olduğu gibi ülkemizde de KOBİ'lerin ekonomideki yeri ve önemi artmıştır. Bu işletmelerin önemi, emek yoğun teknoloji ile çalışma ve kaynak kullanımında etkili olma özelliklerine bağlı olarak ülke çapında istihdamı artırmaya ve işsizliği azaltmaya katkıda bulunma, talep değişikliklerine kısa sürede uyum sağlama, bölgeler arası dengeli gelişmeye önemli katkılarda bulunma, büyük sanayinin tamamlayıcısı durumunda olma ve büyük işletmelerin istihdam ettikleri nitelikli işgücünün yetiştirilmesine katkıda bulunma gibi özelliklerinden kaynaklanmaktadır. Bu çalışmanın genel amacı, KOBİ'lerin büyüme potansiyelinde nitelikli işgücünün rolünü ortaya koyarak, mevcut sorunları belirlemek ve bunlara yönelik çözüm önerileri geliştirmektir. Çalışmanın evrenini; 2004 yılında Ankara Organize Sanayi Bölgesi (OSTİM)'nde ki 3470 küçük ve orta ölçekli işletme oluşturmaktadır. Çalışmanın evreni içinde yer alan işletmelerin sayısının çok olmasının zaman, maliyet ve kontrol güçlüğü çıkaracağı düşünülerek, örneklem seçme yoluna gidilmiştir. Örneklem; son 5 yılda büyüme göstermiş, 100 'den az işçi çalıştıran işyerleri arasından basit tesadüfi örnekleme yöntemi ile seçilmiştir. Yapılan alan çalışmasının sonucunda, KOBİ'lerin büyüme potansiyeli ile nitelikli işgücü arasında pozitif ilişki olduğu görülmüştür. KOBİ yöneticilerinin çoğunun eğitim düzeyinin yüksek olması da bu sonucun ortaya çıkmasında etkili gözükmektedir. Sonuç olarak; talebi gittikçe artan sektörlerde, teknoloji temeline dayalı, nitelikli işgücü istihdam eden, yeniliklere açık, yeni kurulmuş KOBİ'lerin net istihdam fırsatları oluşturmaları, bu işletmelerin önem derecesinin yüksekliğim göstermektedir. 166

ABSTRACT The status and the importance of Small and Medium Size Enterprises (SMEs) in Turkish economy has also been increased like in the developed countries. Due to the properties as of working with labor- intensive technology and effectiveness in resource usage the importance of these enterprises has been emerged as of the following properties: contributing to increase the employment and lessen the unemployment at nationwide; being harmonized to the demand shifts quickly; making considerable contributions to the inter regional balanced development; being supplementary to the great economy and contributing to the training of the qualified workforce whom the great enterprises employ. » The general aim of this paper is by exposing the role of the qualified workforce at the growth potential of SME, determining the existing problems and developing solution suggestions devoted to these problems. 3470 SMEs which are situated in OSTİM constitute the general context (universe) of that paper. Taking into consideration that the huge amount of the enterprises consisting the general context will raise time, cost and control difficulties through out the research. The exemplification is preferred. The exemplification is chosen by the simple exemplification method from the enterprises which have expanded for the last five years and employing less than 100 workers. In the end of the area work, it is seen that there is a positive relation between the growing potential and the qualified workforce. Also, the high level of education of the SMEs administrators seems effective in the appearance of that result. Finally in the sectors whose demands are increasing, leaning against technology base, employing qualified workforce, open to innovations, constituting net employment by the newly founded SME show the higher importance level of these enterprises. 167
