Özet
ÖZET Bu çalışmada, uluslararası ticaretin azgelişmiş ülkelerdeki çevre politikalarına etkileri konu alınmıştır. Çalışmada amaçlanan, gelişmiş ülkelerce benimsenen ve uluslararası kuruluşlarca yürütülen çeşitli politikaların, azgelişmiş ülkelerin çevre politikalarına etkileri, bu ülkelerdeki mevcut çevre sorunlarına yansımalarını ve söz konusu ülkelerdeki, doğal kaynakların koruma-kullanma dengesi üzerindeki olası etkilerini, ortaya koymaktır. Gelişmiş ülkelerce benimsenen, Dünya ekonomisinde 1970'li yılların başında yaşanan ekonomik krizle, uygulanmaya başlayan neo-liberal iktisat politikaları, IMF, DB, DTÖ gibi uluslararası kuruluşlar aracılığı ile azgelişmiş ülkelere aktarılmaktadır. Gelişmiş ülkelerce benimsenen ve bu kuruluşların öznesinde hayata geçirilen, uluslararası ticaretin geliştirilmesi amaçlı politikalar, azgelişmiş ülkelerdeki ekonomik yapının giderek zayıflamasına dolayısıyla, bu ülkelerde çevre sorunlarının önlenmesi amaçlı politikaların finansal destekten mahrum kalmasına yol açtığı gözlenmektedir. Bunun yanında söz konusu kuruluşlarca, azgelişmiş ülkelere dayatılan ihracat merkezli politikaların, bu ülkelerde, doğal kaynaklara olan baskının artmasına yol açtığı söylenebilir. Çalışmada, bölgesel ticari bloklardan bir olan NAFTA'da yer verilmiştir. NAFTA hükümleri doğrultusunda, ticareti geliştirmek adına uygulanan politikaların, taraf ülkelerde çevreye ilişkin düzenlemeleri, olumsuz bir şekilde etkilediği söylenebilir.

SUMMARY The effects of the international trade to the environmental politics are taken as the subject of this study. The aim of the study is to put forth the effects to the environmental politics of the underdeveloped countries, the reflections to the existing environmental problems of these countries and the possible effects on the balance of protection-utilization of the natural sources in the mentioned countries by several politics that are being accepted by the developed countries and being applied by the international institutions. The neo-liberal economy politics that was put into effect by the economical crisis in the early 1970' s in the world economics and that was accepted by the developed countries, are being delivered to the underdeveloped countries via the international establishments like IMF, World Bank and World Trade Organization. It is being observed that the politics that are accepted by the developed countries, that are being realized as the objects of these establishments and that are aimed at the improvement of the international trade are weakening the economical structure in the underdeveloped countries and consequently they are leading to the lack of financial support for the politics aimed to prevent the environmental problems in these countries. Besides, it can be said that the export- oriented politics that are insisted by the relevant establishments to the underdeveloped countries are leading to the increase of the pressure on the natural sources in these countries. In the study, NAFTA, one of the regional commercial blocs, also took place. It can be said that the politics in the name of improving the trade towards the NAFTA requirements are effecting the regulations about the environment in a negative way in the participating countries. 119
