ÖZET Doktora Tezi SÜRDÜRÜLEBİLİR KALKINMA STRATEJİSİNİN UYGULANMASINDA EKOSİSTEM YÖNETİMİNDEN ÜLKEMİZDE BİR YÖNTEM OLARAK YARARLANMA Sevtap EYYUBİ Ankara Üniversitesi Fen Bilimleri Enstitüsü Peyzaj Mimarlığı Anabilim Dalı Danışman: Prof.Dr. Mükerrem ARSLAN Dünyada, giderek artan çevre sorunları ile birlikte çevresel hareketlenme de artmıştır. Çevresel sorunlar sınır tanımadığından her ülkenin dünyanın geleceği için sorumluluğunu yüklenmesi gerekmektedir. 1992'de, Türkiye'nin de aralarında bulunduğu, dünya ülkeleri Rio Deklerasyonu ve Gündem 21 ile çevre ve kalkınma arasındaki mücadeleyi, sürdürülebilir kalkınma perspektifinde gidermek için bir araya gelmiştir. 1998'de Türkiye'de, sürdürülebilir kalkınmaya ulaşma yolunda, uygun ekonomik ve sosyal politikaların yanısıra, çevre stratejisi geliştirme dahil bir dizi çalışma yapılmış,“Ulusal Çevre Eylem Planı”hazırlanmıştır. Bu planın amaçlarından ikisi, etkin çevre yönetim sistemleri geliştirmek ve sürdürülebilir kalkınmadır. Bu çalışmanın amacı, sözkonusu amaçlar doğrultusunda, insanlar ve içinde yaşadıkları çevreyle etkileşimlerine tüm ilgili tarafları dahil ederek, sürdürülebilir alternatifler geliştirme girişiminde bulunan ekosistem yönetimi yaklaşımını ve Türkiye'de sürdürülebilir kalkınma stratejisine ulaşmada bir yöntem olarak yararlanılması imkanlarını örnek bir alan üzerinde araştırmaktır. Bu amaçla, farklı ülkelerden örnek çalışmaların incelenmesiyle elde edilen ekosistem yönetimi bakış açısı çerçevesinde, ekolojik ve ekonomik olarak yüksek değere sahip, hassas bir alan olan“Gölbaşı Özel Çevre Koruma Bölgesi”sürdürülebilir kalkınma için örnek alan olarak incelenmiştir. 2004, 211 sayfa

ABSTRACT Ph.D. Thesis USING ECOSYSTEM MANAGEMENT IN TURKEY AS A PROCESS FOR SUSTAINABLE DEVELOPMENT Sevtap EYYUBl Ankara University Graduate School of Natural and Applied Sciences Department of Landscape Architecture Supervision Prof.Dr. Mükerrem ARSLAN All over the world an increasing motivation for environmental actions is witnessed due to the rise of big environmental problems. Keeping in mind that environmental problems can not be confined within boundaries and therefore their negative influences can be felt around the globe, it is vital that every country fulfills its own responsibility for world's common future. In 1992 by the Rio Declaration and Agenda 21, world states, including Turkey, have decided to establish a new global partnership in order to meet the challenges of environment and development. In 1998 in Turkey, besides the appropriate economic and social policies,“the National Environmental Action Plan”, a set of essential steps including the development of an environment strategy is prepared. The two of the objectives of this plan are to develop an effective environmental management system and sustainable development. Through these objectives, the aim of this study is to investigate ecosystem management approach that attempts to involve all stakeholders in defining sustainable alternatives for the interactions of people and the environments in which they live and the opportunity of using it as a tool for sustainable development with a case study in Turkey. For this propose, as an example case study for sustainable development, a highly ecologically and economically valuable and also sensitive area,“Specially Protected Area Gölbaşı”is investigated with the framework of ecological management approach which is gained by the investigation of the examples from different countries. 2004, 211 pages
