183 SUMMARY According to various references Turkey'j. forests are neither quantatively nor qualitatively sufficent. Although a fourth of the country's surface is covered by forests which accounts some 20.2 million hectares. 56 % of them are unproductive. On the other hand, some references state that demand toward forest products and services are not satisfied as lon£ as forestry techniques and legal regulations concerned: In 1983, the General Directory of Forestry produced 5-9 million cubicmeters of indust rial wood and 14.9 million cubic meters firewood, which were significantly below than demand of existing forest-based industr- ries demand which was around 30 million cubic meters. Therefore an important deficit in terms of forest products was being observed. By contrast, the General Directory of Forestry, time to time, carries out some 35-60 % of its production or sale to the next year as“Inventory”. This is due partly to the General Directory of Forestry does not have an inventory managemen policy. Turkish forestry's some specific conditions as well as specific situations of forest enterprises are also caused in the problem of inventory. It is well known fact that excessive or insufficient amount of inventory causes losses in firms. It seems that inven tory management policy needs a particular management system in the large firms where production is complex. Since 1920s, a num ber of techniques and models, which aim the minimize effects of excessive or insufficient amount of inventories and that starting the production in arbitrary times, have been developed. Coputers have pro- ide d helpfull advancements in application of mathematical and statistics to inventory techniques and models. The topic is so important that inventory management is being accepter as one of the fundemental functioning of firms. However, a systematic184 inventory management model has not been developed for forest enterprises. This study attempts to build such a model which aims to be applied to the State Forest Enterprises. The first part of the study is allocated to dicussions on the fundemantal notions of production management and inventory management as a subsystem of production management, and that a number of models which have been developed for firms in the different sectors. The second part, on the other hand, concentrates on the weel-known characteristics of forest management, and specif icly, conditions under which Turkish Forest Enterprises work. Combining these facts, a model has been evaluated for an efficien inventory management and proposals are discussed.
