Özet
Bu tezde, Kıyı Bölgesi Yönetimi kapsamında planlama prosesinin ve sıvı atık yönetiminin önemi vurgulanmıştır. Bir kıyı bölgesi olan Foça kenti önemli özelliklerinden dolayı çalışma alam olarak değerlendirilmiştir. Atıksu toplama ve giderimi için alternatifler önerilmiş ve en uygun alternatif için toplumun ödeyeceği sosyal bedel olarak değerlendirilmiştir. Foça için üç alternatif önerilmiştir. İlk alternatif, merkezi kanalizasyon ve merkezi arıtma tesisi ile deniz deşarjıdır. İkinci alternatif, atıksulann kısmi kanalizasyon ve vidanjör ile toplanması ve atıksu arıtma ve deniz deşarjında arıtılması. Ve son alternatif ise tüm atıksulann vidanjörlerle toplanıp arıtma tesisi ve deniz deşarjında antılmasıdır. Değerlendirmeler sonucunda ekonomik olarak uygun olan alternatifin kıyı bölgesi olduğu için Foça için söz konusu dahi olamayacak durumda olduğu görülmüştür. Ancak bu alternatifin özellikleri uygun başka bölgelerde kullanılması mümkündür. Bu sebeptendir ki; sorunlar karşısında kategorik yaklaşımlardan uzak durmamız gerekir ve her bölgenin sosyal maliyetini o bölgenin kendi özelliklerini göz önünde bulundurarak kendi içerisinde değerlendirmemiz gerekir. Maliyet değerlendirmeleri sosyal maliyetlerde göz önüne alınarak yapılmalıdır. Sonuç olarak, bölgelerde uygun projeler yapabilmek için projeler uygulamaya koymadan önce planlama prosesinin yapılması gerekmektedir.

In this thesis, it is tried to emphasize the importance of the ICM planning process and liquid waste management. As a coastal city and with its special features Foça has been evaluated as study area. Collection and disposal system alternatives have proposed for this city and these alternatives have been evaluated as the social costs that will be paid by the community for a good optimization. Three alternatives have been proposed for the city. First proposed alternative is the typical central sewer system and central tertiary treatment plant with sea outfall. The second one is partial sewer system collection together with septic collection with trucks and again central tertiary treatment plant with sea outfall. And the last one is the collection of septic only with trucks and treatment plant and sea outfall. The results indicated that the cost effective alternative is not a discussable alternative for Foça because it is a coastal city. But this alternative can be used in the areas that are suitable with their special features. Therefore, against the problems, it should be stayed away from the categorical approaches. And every social cost should be evaluated with the special features of the area. Cost estimations should be done with considering the social cost of the cities It is concluded that, in order to carry out the right projects for the cities, first the planning process should be followed.
