GENERAL INFORMATION ABSTRACT PARCELLING AND JOINING AFFAIRS IN TURKISH BUILDING CODE Everybody wants to live in clean and planned city. As a result of technological developments, which start with the Revolution of Industry in nineteenth century, urban population of Europe increased fastly. Thus, the cities turned into without living places. Laws were made by legislators to solve the problem. In the laws, it was given vast authorities to the administrations on making and putting into practice of reconstruction plans. In the third chapter of Turkish Building Code, one of the authorities has ordered a parcelling and joining affairs of the lands. Joining is gathering the lands which are opposited to the Building Code. Parcelling is dividing the lands into pieces as to the reconstruction plans. Consequently, the parceling and joining affairs of the lands declares administration's authority in making and putting into practice of the reconstruction plans and it aims at making up a clean and planned environment. In fact, administration's authorities of this kind are increasing more and more. Ill
