Depending on the development level of a country, the health service industry ranks high among the most rapidly increasing service industries and is increasing steadily day by day. The significance of health services as an economic entity is also increasing and therefore, economic studies about this field are more frequent. A country's health level indicators are important factors among the data representing the country's degree of development. Gauging and interpreting the development level simply on the basis of income per capita is an inaccurate approach. Basic indicators of health such as the average life expectancy and infant mortality rate must also be taken into consideration. When these indicators are considered, the health level in Turkey does not indicate a substantial development when compared with the previous years. Turkey 's health sector, therefore, seems far behind the developed countries. ^70
