Özet
1970'li yıllara kadar kullanılan Bretton Woods uluslararası para sisteminin yıkılması, tüm dünyada döviz kurları üzerinde tartışmaların yaşanmasına neden olmuştur. Türkiye'de ise, 1980'li yıllarda başlanan liberalizasyon döneminde Türk Lirasının konvertibl hale gelmesiyle döviz kurları ve uygulanan kur politikaları üzerinde tartışmalar başlamıştır. Türkiye'de yaşanan fınansal krizler ve devalüasyonlar sonrası döviz kurlarının makro ekonomik değişkenler üzerindeki büyük etkileri nedeniyle, döviz kurları daha da önem kazanmıştır. Bu çalışmanın amacı, Türkiye'de 2001 krizinden sonra değişen kur politikaları ve Reel Efektif Döviz Kurunda yaşanan değişimin, imalat sanayi alt sektörlerinin yaptığı ihracat üzerindeki etkilerinin incelenmesidir. Çalışma üç bölümden oluşmaktadır. Birinci bölümde, döviz kavramı, döviz piyasasının işleyişi ve döviz kuru dengesi teorik olarak incelenmiştir. İkinci bölümde, Dünya'da ve Türkiye'de uygulanan kur sistemleri ve ekonomi politikaları üzerindeki etkileri ele alınmış, döviz kurları ve dış ticaret arasındaki ilişki uygulanan kur sistemlerine göre değerlendirilmiştir. Üçüncü bölümde, önce Türkiye'de REDK ve ihracatın son 20 yıllık dönemdeki değişimi tarihsel olarak ele alınmıştır. Daha sonra, ilgili literatür değerlendirilmiş ve model kurularak 1997:01-2003:02 döneminde reel döviz kurlarının imalat sanayi ihracatı üzerindeki etkileri ekonometrik yöntem kullanılarak araştırılmış ve elde edilen bulgular değerlendirilmiştir.

The c ollapse o f t he Bretton W oods International M onetary S ystem i n t he 1970s caused a serious chaos about the foreign exchange rates all over the world. In the 1980s, on the other hand, the introduction of the convertible Turkish Lira through the liberalization process rised questions about foreign exchange rates and its policies. These questions become much more complex when Turkey has witnessed financial crises and devaluations which had and still has deep impacts on macroeconomic variables. The main purpose of the study is to determine the effects of newly introduced changed exchange rate policies and Real Effective Exchange Rates after the 2001 crises on the exports of sub-sectors of manufacture industry in Turkey. This study has three parts. In the first part, the theoretical framework of the foreign exchange rates, the process of foreign exchange rate markets and equilibrium of exchange rates are identified. In the second part, implemented exchange rate systems in the world and especially in Turkey and their impacts on the economy policies are explained. The relationship between foreign exchange rates and foreign trade is also analyzed according to implemented exchange rate systems. The last part focuses on the historical changing of REER and export of Turkey during the last 20 years. The literature of the effects of REER on the export is given. Then, a model is build and the impacts of the real exchange rates on exports of the manufacture industry (1997:01-2003:02) are analyzed by using econometric methods and, correspondingly findings are interpreted.
