Özet
IV ÖZET“Ahmet Cevdet Paşa'nın Bosna Müfettişliği”adı altında yapılan bu çalışmanın giriş bölümünde, Bosna-Hersek'in coğrafi sınırlaması belirtildikten sonra, Osmanlı Devleti tarafından fethedilmeden önce sahip olduğu dini, idari ve sosyal tarihine ilişkin bilgi verilmiştir. Çalışmada ayrıca Osmanlı Devleti'nin Bosna kurduğu idare yapı incelenmiştir. Osmanlı Devleti, diğer yönetimi altındaki yerlerden farklı olarak Bosna' daki mevcut idari yapıyı fazla değiştirmeden Tımar Sistemi ile birleştirmiştir. XVII. yüzyılda Osmanlı Devleti'nin yönetim mekanizmasında çıkan aksaklıklar, Anadolu ve Rumeli'deki olduğu gibi Bosna'da da hoşnutsuzluklara neden olmuştur. Bu hoşnutsuzluk kendini, Osmanlı uyruklarının ayrılıkçı hareketleri ile gösterirken Bosna'da durum farklı olmuş, Bosna halkı diğer Balkan milletleri gibi bağımsızlık mücadelesine girişmemiş, tepkileri mevcut idari ve ekonomik şartlara karşı göstermişlerdir. Özellikle XVIII.yüzyıldan itibaren Osmanlı Devleti'nin bu aksaklıkları gidermek için başlattığı reform hareketleri Tanzimat ve Islahat Fermanları ile zirveye ulaşmıştır. Ancak Bosna'da bu çabalar, mevcut duruma tepki gösterildiği gibi yine tepki ile karşılanmıştır. XIX. yüzyılda yeniliklerle birlikte, merkeziyetçi bir yapı gerçekleştirmek amacıyla çeşitli uygulamalar gerçekleştirilmiştir ki, bunlardan birisi de problemli bölgelere müfettişler gönderilmesidir. Bu çerçevede 1863-1865 yılları arasında Bosna'ya müfettiş olarak gönderilen Ahmet Cevdet Paşa, yaptığı idari, sosyal, askeri düzenlemeler ve arazi düzenlemeleri ile Bosna'da öngörülen değişiklikleri gerçekleştirmiş ve yönetime karşı bağlılığı sağlayıp, halkın tavrını bir süreliğine de olsa değiştirebilmiştir.

V SUMMARY In the introduction of this work which is called as“Bosnian Inspector of Ahmet Cevdet Pasha”determining the geographical limitations of Bosnia-Herzegovia, it is given the informations about the religious, administrative and social histroy of it before it has conquered by the Otoman State. In the work, additionally, it is scrutinized that the Otoman State had established the administrative structure in Bosnia. The Otoman State, in difference from the other places which they were conquered by it in Bosnia, without changing the present administrative structure, it is combined with the Timar system. In the XVII century, the disturbances in the administrative structure of the Ottoman State, they caused the dissatisfactions like in Anatolian and Rumeli and also in Bosnia. This dissatisfactions show itself in the disagreement movements of the citizens of the Ottoman State, it was differentiated in Bosnia. Bosnian people like the other peoples, they could not participate in independence struggle, they showed their reaction against the present administrative and economic conditions. Especially since XVIII. century, the reform movements by the Ottoman State to get rid of these disturbances, they reached to the top by“Tanzimat and Islahat Fermans”. However, the efforts in Bosnia, they also meet the reaction as the reaction against the present situation. In XIX. century, with the innovations, some applications are realized to emerge the centralized structure that one of them was to send the inspectors to the regions in problem. In this connection, between the years 1863-1865, Ahmet Cevdet Pasha, has sending to Bosnia as a inspector, he realized the requested changes with his arrangements in administrative, social and military. And also he provide that the loyalty for the administration, he can changed the attitude of the people for a while.
