ABSTRACT The amount of ash utilized is just a small portion o-f the total volume of ash produced There-fare, large tonnage utilization o-f.fly ash is extensively encouraged to alleviate disposal costs Bind environmental pollution. While poz 2 olan aggregate mixture (PAM) technology for highway base course construction is well established, the technology for pazzolanic mixtures of fly ash and stabilizers (e.g. cement and lime) alone, is still developing. Such mixtures employ large quantities of fly ash and exclude the use of any aggregate or soil in the stabilized product. Great economic benefits can be realized from the use of such mixtures because fly ash use is maximized and aggregate use is eliminated. A previous research with bituminous coal-basad (class F) fly ashes from West Virginia had shown remarkable results. So, a continuation study was performed on lignite coal -based (Class C) fly ashes to sc= if similar success can also be achieved with such ashes. Two lignite fly ashes from Western Turkey were stabilized with lime and cement to study their potential use in pozzolanic pavements, base, subbase and liners- The physical and chemical properties of the ashes, and the compaction, strength, durability, permeability and leachate quality characteristics of the stabilized ashes are presented. Based on favorable test results, it is found that lignite fly- ashes can be successfully stabilized to form sufficiently strong and durable mixtures with no negative environmental effects. -in-
