ÖZET AVBÜPA TOPLULU?U VE TÜRKİYE' HİN ENFORMASYON TEKNOLOJİSİ VE TELEKOMÜNİKASYON SEKTÖRÜNDEKİ GÖRECELİ GÜÇLERİ ÜZERİNE BİR ÇALIŞMA Atilla, Ziya Hakan İşletme Yüksek Lisans Kasım, 1988 Ülkelerin ekonomik gelişimi göz önüne alındığında enformasyon teknolojisi ve telekomünikasyon endüstrisi iki ana nedenden dolayı önem kazanır. İlki, ekonominin beraberinde üretim, istihdam, ve refahı getiren büyük ve hızla gelişmekte olan bir sektörü oluşudur. İkincisi ise bu endüstri kolunun etkileşimde bulunduğu diğer sektörler için itici güç olma özelliğidir. Avrupa Topluluğu, enformasyon teknolojisi ve telekomünikasyon sektörünü stratejik öneme haiz bir sektör olarak belirlemiş ve Topluluk düzeyinde yürütüleöek çeşitli programlar başlatılmıştır. Bu programlar sadece enformasyon teknolojisi ve telekomünikasyon araştırma ve geliştirmesi ile değil aynı zamanda gerekli insan gücünün eğitimi ile de ilgilidir. Türkiye'nin bu kritik sektöre yaklaşımı ile ilgili ana sorunu firma bazında gösterilen çabaların tek başlarına olan yetersizliğidir. Devletin yenilik odaklı bu tip bir endüstriye, yatırım teşvikleri sağlamanın dışında katılımı şarttır.Sözü edilen stratejik endüstrinin göreceli zayıflığının önemli sorunlar doğuracak olmasından,“Türk Enformasyon Teknolojisi ve Telekomünikasyon Sanayii”nin bugün içinde bulunduğu durum gerekli adımların atılabilmesi için dikkatle incelenmelidir. vı

ABSTRACT A Study on the Relative Strengths pf the European Community and Turkey in the Information Technology and Telecommunications Sector Atilla, Ziya Hakan Master of Business Administration November, 1988 Information technology and telecommunications industry is important to countries regarding their economic development mainly because of two reasons. Firstly, it represents a large and rapidly growing sector of the economy, initiating production, employment, and wealth. Secondly, it is a driving force for the other sectors of the economy which it is in constant interaction. The European Community identifies the information technology and telecommunications sector as a strategic one and several programmes are being started to proceed at the Community level. These programmes are not only about the information technology and telecommunications research and development but training of the human resources as well. The problem with Turkey's approach to this critical sector is that efforts made solely by the individual firms are not sufficient on their own. The government participation other than providing incentives is a must in such an innovation focused industry. mAs relative weakness in this strategic industry can cause serious problems, current status of the Turkish IT&T industry should be studied carefully to take the necessary actions accordingly.
