ABSTRACT This thesis aims at providing background information about the Department of Basic English, comparing and contrasting the past and the present in terms of the program, materials, student needs, testing system, the emphasis on skills, aim and objectives, and at emphasizing the present day situation by providing a contrast between what is done in the Department and what is needed by the students. The first chapter gives a brief introduction about METU in general and the aim of this thesis. In Chapter II, the methods used for collecting data are given. Chapter III includes all the information about the Enghish Preparatory School (Department of Basic English). In Chapter IV, the results of the Questionnaire are presented. Chapter V is the conclusion and some suggestions are given. The thesis includes three appendices: 1. The interview with instructors, 2. The questionnaire in Turkish, 3. The questionnaire in English. xxx
